Jhpiego is a global non-profit health organization affiliated with The Johns Hopkins University. Role summary

The MIS Advisor will lead the technical side of data movement and warehousing for the RISE Eswatini project. Reporting to the Senior Advisor, this position is responsible for moving data from source systems into analytical environments, including ETL workflows, database administration, and API-based integrations. The role ensures that data remains secure, reliable, and available on time for analytics, business intelligence, and evidence-based HIV epidemic control work.

Key responsibilities

The role covers end-to-end support for data engineering, database operations, integration, monitoring, and team collaboration.

  • Design, implement, schedule, and track ETL processes that pull data from multiple inputs such as the National Data Store, mobile applications, cloud APIs, and operational databases.
  • Clean, reshape, and transform raw data so it is ready for analysis and reporting.
  • Improve ETL efficiency and investigate and resolve failed pipeline executions.
  • Administer analytics databases such as PostgreSQL, SQL Server, and MySQL.
  • Manage backup routines, recovery steps, and access permissions to protect project data.
  • Watch database performance, improve query efficiency, and keep storage usage under control.
  • Apply data retention and archiving practices.
  • Create and maintain automated data flows using orchestration platforms such as Airflow, dbt, Prefect, or custom scripts.
  • Develop and support API connections with external platforms, including SaaS tools, government systems, and partner databases.
  • Set up authentication, handle rate limits, and build error handling and retry mechanisms for API work.
  • Document pipeline dependencies, schedules, and recovery procedures for outages or failures.
  • Put monitoring and alerting in place for failed runs, stale data, and schema changes.
  • Maintain logs of pipeline runs, including success and failure rates as well as execution times.
  • Take part in an on-call arrangement for after-hours pipeline issues, if needed.
  • Coordinate with the MIS Officer so transformed data aligns with dashboard needs.
  • Work with the Senior M&E Advisor to add data quality checks at the entry stage of pipelines.
  • Support disaster recovery planning and IT security measures with the IT Office so data protection requirements are met.
  • Provide technical assistance to the MOH SID, working with Data.Fi, on DHIS2 facility dashboard optimization, national SQL scripts for standard datasets, data mining from national EMRs, and warehousing support for M&E unit analytics.
  • Advise regional teams on data management, digital tools, and troubleshooting for field-level issues.
  • Review new information technologies and determine how they can improve efficiency and support Jhpiego’s digital health direction.
  • Mentor the MIS Officer to strengthen technical skills and ensure high-quality delivery of MIS responsibilities.
