Job Purpose
This role is responsible for facilitating and overseeing learning, development, and performance initiatives across government bodies. The aim is to ensure these programs align with sanctioned policies and strategic goals for human capital growth, managed within a project framework that involves scope definition, monitoring, resource allocation, and evaluation of project outcomes to guarantee successful results.
Key Responsibilities
- Conduct training needs assessments for government entities and develop annual training plans aligned with strategic aims, converting these plans into specific training projects with defined scope and deliverables using project management principles.
- Design and create learning and development initiatives based on approved competency models and organizational needs, planning and executing training projects with clear phases and goals.
- Supervise the implementation and monitoring of learning programs to meet objectives and quality standards, tracking progress against timelines and ensuring strict adherence to project plans.
- Ensure government entities comply with the Performance Management System; confirm all performance cycle stages are executed per approved policies as part of performance project delivery and monitoring.
- Audit performance appraisals for fairness and alignment with performance standards and competency frameworks to maintain quality outcomes in performance-related projects.
- Align individual objectives with broader organizational strategies and support entities in refining objective and KPI quality to drive strategic project success.
- Manage the creation and application of employee development plans by linking them to appraisal outcomes and learning initiatives as part of training project oversight.
- Lead the adoption of training impact measurement approaches, evaluate results, and prepare analytical reports with recommendations to assess project effectiveness and return on investment, aiding decision-making.
- Compile and analyze periodic reports on learning, development, and performance indicators, proposing enhancements and monitoring project progress and effectiveness.
- Oversee relationships with training and consulting providers ensuring quality delivery and adherence to standards, supporting efficient training project execution and result attainment.
- Provide advanced technical guidance to HR units and supervisors, conduct awareness workshops to enhance capabilities in learning and performance management fostering consistent project implementation and work standardization.
- Monitor compliance with policies and participate in audits and governance activities, contributing to system and procedural development for effective project governance and method adherence.

Educational and Experience Requirements
- Bachelor's degree in Human Resources or a related field
- 3 to 6 years of relevant experience
- Proficiency in both Arabic and English languages, both spoken and written
