Overview
GovCIO is seeking a Scrum Master to offer Agile leadership and support for the Department of Veterans Affairs (VA) Data Modernization project. The role involves guiding, coordinating, and managing critical modernization tasks within a completely remote work setting across the United States.
Key Responsibilities
- Implement and oversee Agile methodologies within technical teams.
- Lead agile ceremonies such as daily stand-ups, sprint retrospectives, and backlog refinements.
- Collaborate with the Senior Project Manager to prepare for Sprint Reviews.
- Provide mentorship and coaching on Agile frameworks and processes to team members.
- Guide the team in applying Agile techniques including Scrum and Kanban.
- Coordinate with development teams, including enterprise-wide transformation projects.
- Create and deliver coaching materials and facilitate knowledge-sharing sessions.
- Promote continuous learning and improvement through retrospectives.
- Coach teams on Agile and DevOps practices to align with project goals.
- Ensure well-organized Jira management and team self-organization.
- Monitor team progress and facilitate ongoing skill enhancement.
- Maintain and update the Program Scrum Guide for the project section.
- Manage day-to-day operations of the VA Data Modernization effort, aligning with program objectives and timelines.
- Regularly update stakeholders on project status, deliverables, upcoming actions, and timelines.
Required Qualifications
- Bachelor’s degree in Information Technology or a related discipline, or equivalent experience.
- At least 12 years of experience in business analysis, project management, or closely related fields.
- Relevant certifications such as CSM, CSPO, or CAPM.
- Proven experience leading Scrum teams and facilitating scrum ceremonies.
- Proficiency with Jira and Confluence tools.
- Strong collaboration skills working within team environments.
- Excellent problem-solving abilities.
- Competency in Microsoft Office Suite.
- Effective verbal and written communication skills.
- A positive demeanor and readiness to take initiative when necessary.
Preferred Skills and Experience
- Background in IT operations or environments.
- Experience facilitating PI (Program Increment) Planning.
- Management experience with supervising and coaching staff toward success.
- Additional certifications such as ITIL Foundations, ITIL Service Level Management Practitioner, PMP, or other relevant credentials.
- Expertise in multi-team scrum ceremonies, Agile methodologies, and tools like AML, Scrum, and Kanban.

Candidate must be eligible to obtain and retain a suitability or Public Trust clearance.
