About the Role
The Ontario Energy Board (OEB) is seeking an Analyst for its Performance Analytics and Reporting department to support utility performance evaluation and reporting activities. This full-time permanent position operates within a unionized environment and focuses on managing utility data submissions as well as delivering analytical insights that inform policy development and decision-making. The role contributes to monitoring the financial and operational performance of Ontario's electricity and natural gas utilities, along with other regulated organizations.
Responsibilities
- Develop and implement plans to generate analytics using financial, customer, and performance data reported by utilities.
- Identify critical issues and conduct detailed analyses of financial and non-financial data from regulated entities.
- Provide expertise and insights on collected data, highlighting trends and correlations to internal and external stakeholders.
- Collaborate with other departments to support policy execution through customized reporting and data analysis.
- Design and create analytical models aimed at enhancing reporting capabilities and industry analytics.
- Lead projects related to utility performance evaluation, including improvements to utility scorecards.
- Collaborate with team members on best practices in analytics and utility operations.
- Prepare and review regular statistical and progress reports, ensuring accuracy and completeness.
- Develop and refine policies and procedures pertinent to the department.
Qualifications and Experience
- Bachelor’s degree in Accounting, Finance, Economics, Data Science, Engineering, or related discipline.
- Professional accounting, engineering, or finance certification strongly preferred.
- Minimum of 3 years experience in the energy sector, ideally covering performance assessment, asset management, system planning, or industry insights.
- At least 2 years’ experience converting large datasets into actionable insights to support decision-making.
- Understanding of electric utility performance metrics and key operational challenges.
- Experience working in utility or regulatory environments preferred.
- Proficiency with data analytics tools such as Excel, SQL, VBA, Oracle BI, SAS, R, Tableau, or Alteryx.
- Familiarity with financial and management reporting concepts.
- Demonstrated ability to support interdisciplinary projects, manage stakeholder expectations, and meet deadlines.
- Strong communication and interpersonal skills, both written and oral.
- Knowledge of the Ontario Energy Board Act, 1998 and associated regulations is advantageous.

The position carries a salary range aligned with Grade 6 ($86,210 - $101,349 CAD).
