Geospatial Coordinator

Job Overview

This role involves coordinating statewide department-managed spatial data and cartographic products for the State of South Carolina. The incumbent will administer and oversee enterprise GIS databases, ensure quality control, provide training, and support geospatial projects across the agency.

Primary Responsibilities

• Lead coordination of ArcGIS database management and related web services delivery.
• Identify and define requirements and specifications for geospatial technologies.
• Design and implement data models within the enterprise geodatabase environment.
• Develop and manage protocols for multi-user editing access for staff.
• Publish internal and public-facing web services through the ArcGIS Portal and ArcGIS Online platforms.
• Maintain data consistency and quality using GIS database best practices.
• Create and revise geospatial standards and procedures relevant to the enterprise geodatabase.
• Support new data creation and field data collection systems based on ESRI's ArcGIS Enterprise platform.
• Offer expert guidance on spatial technology and conduct training sessions for staff.
• Stay abreast of emerging technologies to optimize workflows over time.
• Assist various departmental divisions by fulfilling GIS-related requests.
• Advise and coordinate the design, development, and deployment of GIS systems and applications.
• Contribute to cartographic product development, including state wildlife management area maps, kiosk displays, property and trail maps.
• Help in the creation and maintenance of agency basemaps.
• Participate in drone operations, managing Wingtra hardware/software, and oversee aerial imagery collection.

Required Qualifications

• Bachelor's degree in Geography or closely related discipline with demonstrated experience in GIS development and administration at the enterprise level; alternatively, an associate degree plus relevant work experience or an equivalent credentialed combination is acceptable.
• Certification as a GIS Professional (GISP) or ability to obtain it within six months of employment.
• Possession of a Part 107 Drone License or ability to acquire and maintain this certification.

Preferred Skills and Experience

• Strong expertise in advanced geospatial concepts and managing complex geospatial projects within organizational GIS frameworks.
• Experience working with centralized ArcGIS Enterprise GIS databases including troubleshooting and maintenance.
• Proficiency managing ESRI ArcGIS Enterprise users and multi-user editing workflows.
• Familiarity with multiple geospatial software platforms, particularly ESRI products, and some knowledge of non-ESRI tools.
• Ability to assess and correct data errors and design efficient data management workflows.
• Understanding of database design, data quality assurance, and spatial analytical methods for natural resource management.
• Working knowledge of programming languages like Python and Arcade useful for geospatial applications.
• Knowledge of web GIS architecture and experience publishing or distributing web services using ArcGIS.
• Competence in instructing non-GIS staff on geospatial tech use to meet organizational goals.
• Strong cartographic design expertise applicable to print and digital map production.
• Knowledge of drone operational laws, regulations, policies in the state and ability to apply these appropriately.
