Overview
The Reporting Manager role at the Oklahoma Department of Transportation falls under the Fiscal Administration branch of the Department of Transportation. This full-time, exempt position located at 200 NE 21st Street, Oklahoma City involves managing key fiscal operations for the agency.
Compensation and Benefits
The salary for this position is $95,700 annually. Employees will benefit from an extensive package including an annual benefits allowance up to $20,538.24 covering health, dental, and vision plans with options for Health Savings Accounts (HSA) and Flexible Spending Accounts (FSA). Job Purpose and Responsibilities
This position is responsible for planning and leading financial accounting, budgeting, auditing, investment, cash management, and other fiscal functions. Key duties include:
- Planning, directing, and coordinating financial operations and accounting functions.
- Developing accounting systems for revenue and expense tracking, maintaining related records.
- Conducting audits to verify financial accountability and compliance, enhancing operational efficiency.
- Preparing financial statements and reports.
- Approving various expenditures and obligations as necessary.
- Establishing fiscal controls to ensure proper accountability for revenues and expenditures.
- Reviewing, preparing, and approving budget work programs and making recommendations on state budget matters.
Typical Organizational Scope
This role may oversee agencies with 50 to 200 employees, budgets under $5 million, or financial staff less than five persons, or function as an assistant comptroller or major section director within larger divisions.
Qualifications and Experience
The ideal candidate holds a bachelor's degree in accounting, business, public administration, or a closely related field, coupled with five years of professional experience in accounting or auditing including at least two years in supervisory roles. Equivalent education and experience combinations are accepted, with one additional year of experience substituting for each year of education not held.
Required Knowledge and Skills
- Understanding of generally accepted accounting principles (GAAP) and governmental accounting practices.
- Proficiency in budgeting and audit theories and methodologies.
- Competency in preparing financial statements and managing accounting ledgers.
- Familiarity with cost accounting, procurement laws, and accounting-related computer technology.
- Strong supervisory and leadership capabilities.
- Effective communication and analytical skills.
