Chief Operating Officer

Role Overview

We are seeking an accomplished Chief Operating Officer (COO) to establish and lead a new electrical contracting division serving the hyperscale data center market within the United States. This executive role is unique, focusing on business creation and development rather than managing or optimizing an existing organization. The successful candidate will leverage industry connections to generate opportunities and manage complex electrical construction projects.

Company Background

This venture is supported by two reputable construction firms: a renewable energy EPC specializing in utility-scale solar projects nationwide, and a civil construction enterprise with ongoing projects and operational capabilities. The new electrical contracting business holds union-signatory status and has an initial project pipeline valued between $15 million and $18 million, primarily in substations, with plans to expand significantly into hyperscale data center electrical subcontracting.

Key Responsibilities

• Utilize existing networks within data center, mission-critical, and electrical construction sectors to identify new opportunities and secure pertinent RFQs.
• Build and maintain relationships with hyperscale data center developers, general contractors, construction managers, and other crucial stakeholders.
• Develop strong commercial, estimating, and preconstruction capabilities to prepare competitive bids and transform pursuits into profitable projects.
• Design and implement operational structures necessary to mobilize, manage, and complete large-scale data center electrical packages successfully.
• Assemble and lead teams in project management, construction management, field supervision, estimating, project controls, and operational leadership.
• Ensure access to skilled electrical labor capable of supporting rapid project mobilization and execution, while maintaining productive ties with union and IBEW communities across various markets.
• Provide executive leadership for safety, quality assurance, scheduling, procurement, commercial performance, and overall operational profit and loss.
• Oversee initial substation projects, while concurrently expanding the data center project pipeline.
• Create scalable systems, processes, and controls that emphasize commercial activity and effective project delivery without excessive corporate overhead.
• Foster a company culture centered on accountability, urgency, operational discipline, and successful outcomes.

Candidate Profile

• Senior executive experience in electrical subcontracting or large electrical contractors, particularly within hyperscale data center or mission-critical construction environments.
• Proven track record in securing and delivering significant electrical construction packages.
• Extensive industry network including developers, contractors, construction managers, and key decision-makers.
• Strong commercial acumen across business development, estimating, bidding, negotiation, and project risk management.
• Technical and operational expertise managing projects from initial pursuit through commissioning and finalization.
• Experience building and leading project management, construction operations, and electrical teams.
• Established relations within the electrical labor union communities and familiarity with union or IBEW environments.
• Financial proficiency managing operational P&L, forecasting, project performance, and resource allocation.
• Comfortable working in a startup context supported by well-established construction companies.
