Role Overview
We are seeking an experienced Cost Section Manager to lead and supervise the Cost Management team handling multiple project packages, ensuring robust cost control and project financial management.
Key Responsibilities
- Lead and oversee the Cost Management team managing various project packages.
- Establish and execute cost control methodologies, processes, and best practices for efficient project cost oversight.
- Create and update project budgets and cash flow forecasts throughout the project lifespan.
- Monitor budgets in real-time and produce monthly cost reports, forecasts, and variance analyses.
- Supervise cost tracking against approved budgets, including committed, incurred, actual/paid costs, forecasts, and final costs.
- Validate and review all commercial and financial aspects, including contractor claims, cost benchmarking, forecasting accuracy, and overall financial performance.
- Conduct risk analyses and advise on financial impacts of project changes.
- Assess contractor claims, change orders, variations, and payment applications.
- Support procurement strategies, contract packaging, and negotiation activities.
- Maintain cost databases, benchmarking information, and historical records.
- Ensure compliance with measurement standards such as POMI, NRM, CESMM, CSI, and Uniclass.
- Collaborate with design consultants, contractors, procurement, and project controls teams to ensure seamless cost control.
- Prepare final accounts and assist with project closure activities.
Required Qualifications and Experience
- Bachelor’s degree in Quantity Surveying, Cost Engineering, Civil Engineering, Construction Management, or closely related fields.
- At least 18 years of cost management experience in large developers, project management consultancies, or international engineering firms.
- A minimum of 10 years leading a Cost Management or Quantity Surveying team.
- Deep knowledge of pre-contract and post-contract cost management practices.
- Proven skills in budget management, forecasting, and cash flow reporting.
- Strong expertise in cost optimization, benchmarking, and reporting.
- Excellent leadership, communication, negotiation, and stakeholder engagement capabilities.
- Advanced proficiency with Microsoft Office applications.
- Familiarity with cost management software and reporting tools such as PMWeb, Power BI, Primavera, or their equivalents.

- Expertise in cost control systems and procedures.
- Budget control and cash flow management acumen.
- Experienced in evaluating claims and variations.
- Skillful in quantity surveying and cost forecasting/reporting.
- Ability to optimize costs and implement savings initiatives.
- Strong analytical and leadership skills combined with effective communication.
