Job Overview

This role is responsible for ensuring that all dry utility submissions from third-party developers align with the development standards set by AD Ports Group, meet all relevant authority regulations, and support long-term infrastructure development goals.

Key Responsibilities

  • Review designs of dry utility systems such as electrical networks, substations, telecommunications, district cooling, and gas infrastructure to ensure compliance with AD Ports' standards and regulatory requirements.
  • Analyze load demands, evaluate capacity, assess equipment layouts, and examine network configurations.
  • Confirm appropriate integration of proposed utility systems with current and planned infrastructure, focusing on connectivity, redundancy, and operational effectiveness.
  • Issue necessary No Objection Certificates (NOCs) from Master Developer/Owner for authority submissions after compiling all internal and technical feedback.
  • Collaborate with authorities including ADDC, Transco, Etisalat, Du, and gas agencies concerning power loads, substations, routing corridors, and obtaining compliance approvals.
  • Evaluate how new projects affect existing utility networks and suggest necessary upgrades or system reinforcements.
  • Inspect corridor allocations, utility clearances, and interactions between various utilities to avoid conflicts with other infrastructure systems.
  • Support applications at the plot level for power connections, telecom routes, gas supply, and district cooling load variations.
  • Engage in coordination meetings with developers, consultants, and authorities to address technical challenges and optimize approval processes.
  • Ensure all utility designs accommodate long-term operation, maintenance accessibility, safety protocols, and potential future expansions.
  • Maintain accurate records related to dry utility load allocations, approvals, and infrastructural capacity.
  • Compile detailed review reports, provide technical input, and prepare submission documentation for authorities.
  • Keep updated with the latest regulations, codes, and technological advancements impacting dry utilities and smart infrastructure.
  • Work alongside consultants specialized in electrical, telecom, gas, and district cooling systems to guarantee compliant and coordinated submissions.
  • Oversee review cycles from initial concepts through detailed designs, ensuring quality control, adherence to standards, and authority approvals.
  • Lead technical workshops and coordination meetings to resolve design conflicts and finalize utility solutions.

Qualifications and Experience

  • A degree in Electrical Engineering or a closely related discipline is required; a Master’s degree or equivalent is preferred.
  • At least 10 years of experience in Urban Planning with a multidisciplinary approach.
  • A minimum of 5 years local experience is mandatory.
