Role Summary
The MEAL Advisor position, based in Bonn/Berlin or in WHH's West and Central African country offices, aims to fortify MEAL systems and build capacities, especially in francophone offices. The role supports organizational development of MEAL strategies and standards with a contract adapted to the local employment conditions if hired within Africa. The start date is by 15 September 2026 or as soon as possible.
Key Responsibilities
- Support the definition and refinement of organizational MEAL strategic objectives and standards.
- Provide advisory services to country offices and programs in designing, implementing, and continuously improving contextually appropriate MEAL systems, coordinating with management and MEAL staff at various levels.
- Lead capacity-building initiatives to enhance the quality, effectiveness, and sustainability of MEAL practices at country and program levels.
- Identify and enhance WHH's MEAL methods and approaches, aligning with strategic goals, donor needs, and international trends.
- Offer technical guidance on MEAL systems, evaluations, accountability measures, data quality, organizational learning, and evidence-based program management.
- Strengthen accountability frameworks by developing community feedback and complaint mechanisms that are used systematically for program improvement.
- Contribute to strategic planning and proposal development, ensuring viable MEAL components are integrated.
- Independently coordinate and lead strategic MEAL initiatives that enhance systems, tools, capacities, and learning across WHH.
- Facilitate knowledge exchange and peer learning among MEAL teams at country, regional, and headquarters levels.
Candidate Profile
- University degree in a relevant field or equivalent professional expertise.
- Minimum three years in MEAL roles within international development or humanitarian contexts.
- Hands-on experience establishing or strengthening MEAL frameworks at project or national levels; experience in regional/global advisory roles is advantageous.
- Proven track record providing technical MEAL advice and supporting data-driven decision-making among program teams and management.
- Experience with accountability systems, including community feedback and complaint processes.
- Skilled in designing and conducting capacity-building and peer support for MEAL and program staff; ability to create practical MEAL tools and organizational guidelines is valuable.
- Comprehensive knowledge of impact-focused program management, monitoring and evaluation, strategic evaluations, data assurance, and organizational learning.
- Competency in embedding MEAL within strategic planning, project development, and funding proposals.
- Capability to translate complex MEAL requirements into practical solutions suited to various contexts.
- Excellent analytical, advisory, communication, and facilitation abilities coupled with strong intercultural sensitivity.
- Proficiency in both French and English at a professional level is mandatory.
