About the Role
The Procurement Manager will lead and oversee all procurement activities within the organization, ensuring strategic sourcing, tendering, and contract negotiations align with project goals and company strategy. This role demands strong leadership and commercial skills to optimize costs, mitigate risks, improve supplier performance, and uphold quality standards, delivering projects on time and within budget.
Key Responsibilities
- Develop and execute procurement plans that align with business objectives and project deadlines.
- Manage comprehensive procurement workflows including requests for information/quotes, tendering, bid assessments, purchase orders, and contract awards.
- Ensure prompt sourcing and receipt of materials, equipment, and subcontracted services.
- Collaborate with project teams to anticipate procurement needs and prevent supply interruptions.
- Track procurement progress and proactively resolve any delays.
- Identify, evaluate, and qualify suppliers and subcontractors;建立并维护稳固的合作关系。
- Negotiate commercial terms such as pricing, delivery schedules, and payments.
- Oversee supplier performance monitoring for quality, cost, and timeliness and recommend improvements.
- Collect competitive bids and conduct detailed commercial analyses.
- Pursue cost reduction opportunities and alternative sourcing options.
- Maintain comprehensive procurement cost and market pricing data.
- Support budget management and produce procurement reports.
- Review and ensure compliance of purchase orders, contracts, and agreements.
- Ensure suppliers meet contractual obligations and requirements.
- Track market trends, material pricing fluctuations, and supplier capabilities.
- Prepare procurement summaries, cost evaluations, and management updates.
- Identify procurement risks and propose mitigation strategies.
- Lead, guide, and develop the procurement team, upholding best practices and procedural adherence.
Qualifications and Experience
- Bachelor's degree in Supply Chain Management, Business Administration, or related discipline.
- At least 7 to 10 years of procurement experience, including a minimum of 3 years in a managerial role.
- Proficient with ERP platforms such as Oracle, SAP, or Microsoft Dynamics.
- Demonstrated skills in negotiation, commercial evaluation, and supplier management.
