Role Summary
Twilio is looking for a Technical Talent Advisor to lead full-cycle hiring for high-caliber engineering talent across the NAMER and LATAM regions. In this position, you will serve as a strategic partner to engineering leadership, use market and hiring data to strengthen pipelines, improve candidate experience, and help maintain a high technical hiring bar.
Responsibilities
- Act as a trusted advisor to engineering and product hiring managers by gathering, interpreting, and applying external talent signals and internal hiring data to shape expectations, recommend hiring strategies, and align the hiring team.
- Manage end-to-end recruiting for R&D roles, including proactive sourcing and hiring of strong technical candidates.
- Coach hiring teams on interview design and execution, including structured interview plans, panel setup, skills-based evaluation, bias reduction, and assessment criteria alignment.
- Partner closely with engineering and product leaders, HR business partners, Total Rewards, Compensation, and TA Operations to keep hiring efforts coordinated and effective.
- Stay current on recruiting approaches, sourcing methods, interview innovation, and workforce trends by using AI, recruitment tools, and technology.
- Create a smooth and positive candidate experience through clear processes and consistent, values-based communication at every stage of the interview process.
- Negotiate offers professionally and with diplomacy, including packages that may include equity and variable compensation, while using data and influence to support business goals.
Requirements
- Hands-on full-cycle technical recruiting experience for software, ML, AI, TPM, and engineering leadership roles in technology or adjacent industries such as fintech.
- Strong communication, analytical thinking, and negotiation abilities, with proven experience influencing hiring managers and setting realistic expectations.
- Experience closing hard-to-fill roles and shaping offer packages by positioning employer value, remote flexibility, and culture while guiding stakeholders on market conditions.
- Comfort using talent analytics and market intelligence to support evidence-based hiring decisions.
- Ability to work effectively in a remote, fast-moving, and sometimes ambiguous environment with limited oversight.
- Capability to manage multiple open searches at different levels of urgency while proactively building talent pipelines rather than depending on inbound applicants.
- Experience evaluating candidate capabilities within a defined framework while representing the employer brand professionally.
- Proficiency with ATS and CRM systems, candidate relationship management, and AI-enabled recruiting tools.
- Preferred: experience hiring technical talent in North America and Latin America.
- Remote role with occasional travel for team or project meetings.
- Role is not eligible for hiring in California, Connecticut, New Jersey, New York, Pennsylvania, or Washington.

Compensation
Compensation details are location-dependent. The posted salary bands apply only to candidates in specific U.S. states and cities due to local requirements, while pay for other locations will be discussed during the hiring process.
- Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, Vermont, or Washington D.C.: $96,640 to $120,800.
- New York, New Jersey, Washington State, or California outside the San Francisco Bay Area: $102,240 to $127,800.
- San Francisco Bay Area, California: $113,600 to $142,000.
The starting salary will be based on lawful, non-discriminatory factors such as skills, experience, and location.
