Role Overview
This position is crucial for overseeing contract-related matters within the organization, particularly focusing on public-private partnership (PPP) projects. The role demands a high level of expertise in managing contract formation and administration, negotiations, and legal frameworks associated with large infrastructure projects. Success in this role is measured by effective contract management that aligns with international standards, ensuring compliance and facilitating project delivery within stipulated frameworks.
Mandatory Requirements
- Bachelor's degree from an accredited university in Engineering, Quantity Surveying, Law, or relevant discipline.
- Chartered membership of a professional body such as RICS, ICES, or CIArb.
- Possession of a valid driving license.
- At least one significant experience with both pre-contract and post-contract stages of a large-scale PPP project.
Skills and Competencies
- A minimum of 18 years' extensive experience managing major infrastructure projects or programs.
- Deep expertise in contract formation and administration for PPP projects, with a preference for Water/Wastewater Treatment Plants and Pumping Stations.
- Proficient in evaluating claims and variations related to PPP contracts.
- Comprehensive knowledge of various contract formats including FIDIC, governmental forms, and DBOM, alongside international contract conditions and legal standards.
- Proven experience with procurement techniques, tender processes for PPP and consultancy services, and contribution to proposal evaluation and recommendations.
- Skilled in drafting and negotiating complex PPP agreements.
- Understanding of global economic factors and market conditions affecting project implementation.
- Advanced academic qualifications such as a Master's degree or MBA specializing in PPP, Public Administration, or equivalent.
- Arabic language proficiency is advantageous.
- Regional exposure through work experience in Qatar or the Gulf on PPP projects is preferred.
