Role Overview
This position is part of a newly formed project team handling comprehensive marine logistics, involving high-speed crafts, cargo ships, and port operations. The HSEQ Manager is charged with overseeing Quality, Health, Safety, Environmental, and Security operations for both marine and land activities at MACNA. This role guarantees the successful execution of management systems, compliance with legal and client standards, and fosters a robust safety culture throughout the organization.
Key Responsibilities
- Provide leadership in implementing the Integrated Management System (IMS) and promote a proactive safety culture on vessels and shore facilities.
- Manage HSEQ personnel and guide operational teams, representing the company in safety matters with clients, regulators, and classification societies.
- Lead incident investigations, root cause analyses, and enforce corrective/preventive actions; monitor HSEQ trends and recommend improvements.
- Develop and manage risk assessments and hazard control programs.
- Ensure strict compliance with standards such as ISO 9001, ISO 14001, ISO 45001, maritime statutory, and classification directives.
- Conduct and coordinate vessel and shore inspections, audits, and external regulatory surveys.
- Develop and administer HSEQ training programs, including safety campaigns, toolbox talks, emergency drills, and continual improvement initiatives.
- Monitor and report Key Performance Indicators (KPIs) related to HSEQ.
- Collaborate with operations, technical teams, procurement, suppliers, and crews on safety-critical matters.
- Maintain certification and compliance of lifesaving and firefighting equipment, radio apparatus, and other safety systems.
- Hold decision-making authority to resolve operational safety and environmental concerns, direct HSEQ activities, lead investigations, manage budgets, and supervise staff. Larger legal or disciplinary matters require senior management consultation.
Qualifications and Expertise
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, Marine Engineering, or relevant field.
- Possession of certifications such as NEBOSH, IOSH, or OSHA.
- At least five years of experience in HSEQ, preferably in the marine or maritime sector.
- Proven experience in implementing and sustaining ISO management systems.
- Thorough understanding of maritime safety regulations and environmental laws.
- Proficient in risk assessment, incident investigation, and HSEQ management systems.
- Strong leadership, communication, stakeholder engagement, analytical, problem-solving, and report-writing skills.
