Position Overview

The Program Lead - Capstone Exercise role is responsible for delivering high-quality training at the Defense Intelligence Agency's Joint Military Attache School (JMAS). This individual will manage contractor staff to ensure task performance meets quality standards and contract compliance, fostering a safe and equitable work environment.

Key Responsibilities

  • Manage daily activities and personnel assigned to the task, serving as liaison between the program manager off-site and government officials.
  • Fulfill duties as Project Lead, Capstone Exercise Lead, and instructor for relevant lesson segments.
  • Coordinate with external agencies, manage the scheduling of meetings, trainings, and briefings, and maintain updated contact information on electronic shared directories.
  • Oversee the development and release of the full-cycle schedule supporting the Attaché Training Program capstone exercise, including Advance Team operations, Training Week, and Exercise Week execution.
  • Collaborate with the ATP Program Manager on personnel assignments and possible modifications.
  • Ensure contractor staff are informed of communication protocols regarding issues such as work hours and leave.
  • Address any contractor performance problems promptly, escalating unresolved concerns to the Contracting Officer Representative (COR) to uphold contractual obligations.
  • Contribute to ongoing JMAS accreditation activities by participating in accreditation committees and curriculum reviews, supporting standards from COE, IACET, ACE, and others deemed important by the JMAS Board of Governors.

Requirements

  • Bachelor’s degree from an accredited institution.
  • Completion of at least one full and successful tour as an Attache, Defense Liaison Officer, Assistant Defense Attache, Operations Coordinator (OPSCO), or Operations Coordinator NCO.
  • A minimum of ten years’ experience in Department of War environments.
  • At least two years of experience instructing at JMAS.
  • Proven background in education or training with a focus on adult learning techniques.

Preferred Qualifications

  • Experience collaborating with Foreign Affairs organizations such as the Department of State, USAID, or intelligence agencies.
  • Familiarity with embassy operations abroad and an understanding of global workforce dynamics and cross-cultural environments.
