About the Role
This position is for a Program Manager working in a hybrid capacity with potential locations including Woods Hole, MA; Northern Virginia; Washington, DC; St. Petersburg, FL; Portland, OR; and Austin, TX. U.S. citizenship is required. The role involves working on client sites and may require up to 25% travel. Key Responsibilities
- Act as the primary interface with government stakeholders such as Contracting Officers, Contracting Officer's Representatives, and Task Order Monitors to maintain effective communication and collaboration.
- Manage program operations and associated task orders under multiple federal contracts, ensuring achievement of milestones and objectives.
- Lead or co-lead business development initiatives including opportunity identification, capture planning, coordination with internal teams and subcontractors, market research, proposal preparation, and client engagement to broaden federal agency work.
- Author and develop high-quality proposals responding to government solicitations that address technical requirements and client expectations.
- Create technical documents, reports, and communications to support scientific and environmental research initiatives.
- Provide strategic leadership to satisfy program goals, enhance operational efficiency, and align projects with scientific and technical standards.
- Maintain client relationships through regular interaction, addressing needs and ensuring satisfaction.
- Oversee project status including budget control, contract compliance, resource management, and performance monitoring to deliver results on schedule and within budget.
- Lead multidisciplinary teams to drive program enhancements, boost client satisfaction, and maintain scientific and technical excellence.
- Serve as subject matter expert in Department of Defense, EPA, NASA, NOAA Fisheries, NOAA Oceans, and OMAO Uncrewed Marine Systems fields to solve complex problems.
Required Qualifications
- Master’s degree in Marine Biology, Marine Science, Oceanography, or a related field; alternatively, fifteen or more years of relevant experience.
- Minimum ten years of program management experience focused on Department of Defense branches (Army, Navy, Air Force, Marine Corps, Space Force) and key civilian agencies (NASA, EPA, NOAA).
- Demonstrated experience in proposal development and technical writing for federal contracts.
- Comprehensive understanding of program management approaches including budgeting and reporting capable of resolving complex challenges.
- PMP certification or an equivalent credential is mandatory.
- Strong communication skills essential for building trusted relationships with clients and government stakeholders.
