About the Role
The City of Pearland, Texas, is looking for a dedicated Purchasing Business Partner to join its Finance Department's Purchasing Division on a full-time, onsite basis. This position requires a service-driven individual who adapts well in fast-paced environments and plays a central role in developing procurement strategies, managing contracts, and fostering strong vendor relations aligned with the city's goals.
Compensation and Benefits
- Salary range: $68,268 to $87,043 annually, depending on experience

Key Responsibilities
- Support internal city departments with procurement activities such as bidding, requests for proposals, and other purchases
- Ensure adherence to policies for acquiring materials, supplies, equipment, and services
- Develop, update, and deliver citywide training on purchasing and contract policies, procedures, and systems
- Collaborate with internal partners and vendors to negotiate Consumer Price Index (CPI) adjustments per U.S. Bureau of Labor and Statistics guidance
- Manage vendor communications to resolve disputes, enforce corrective actions, and ensure performance goals
- Maintain constant engagement with department personnel to promote compliance and enhance procurement efficiency
- Prepare and review contract-related agenda requests, bid awards, and renewals
- Generate quarterly vendor spending reports and oversee bid solicitations, awards, and contract management
- Manage dissemination of procurement information to city departments and vendors, acting as a vendor liaison
- Develop bid specifications and manage contract preparation and renewals
- Conduct comprehensive monitoring of the city’s purchasing card program including cardholder setup and transaction verification
- Coordinate preparation of surplus items auctioned through GovDeals
- Maintain accurate contract log and bid calendar to track contract lifecycle
- Conduct periodic audits of vendor invoices for compliance
- Perform any additional duties as assigned
