Division Overview

The Procurement & Contracts Division safeguards MOHH's interests, ensuring all purchasing and contracting comply strictly with established guidelines. The Procurement Team supports procurement activities across MOHH Divisions, maintaining transparency, open competition, and value-for-money in every process. The Contracts Team oversees the procurement and contract management for public healthcare infrastructure projects in compliance with Government Procurement rules, ensuring transparency, fairness, and value in all public healthcare infrastructure purchases.

Role Summary

We seek a diligent and detail-oriented professional to join the Procurement Team. The role involves planning, overseeing, and carrying out procurement activities that ensure timely, cost-efficient, and compliant acquisition of goods and services. The incumbent must ensure adherence to policies, regulations, and ethics within both public and private sector procurement environments, focusing on transparency, value, and risk management.

Key Responsibilities

• Assess procurement approvals following MOHH policies and guide Evaluation Committees in defining objective criteria and scoring methods.
• Develop and execute procurement strategies aligned with organisational objectives.
• Lead and oversee complex end-to-end sourcing activities including RFQs, RFPs, evaluations, negotiations, clarifications, and contract awarding.
• Advise MOHH divisions on procurement policies and compliance.
• Manage RFQ/RFP processes using SAP Ariba, ensuring accurate record-keeping, approvals, and audit trails.
• Monitor and review Purchase Orders through SAP.
• Identify opportunities for process optimization and risk reduction.
• Analyse procurement spend and generate reports to support decision-making and governance.
• Maintain highest standards of integrity, transparency, accountability, and documentation in procurement dealings.
• Drive or assist initiatives involving procurement transformation such as automation, digital dashboards, and AI-driven enhancements.
• Lead and mentor team members, reviewing outputs and fostering capability development.
• Carry out any additional assignments or projects as needed.

Qualifications and Skills

• Bachelor's degree in Business, Supply Chain Management, Procurement, Finance, or related disciplines.
• Professional procurement certifications like CIPS or equivalent add an advantage.
• Proficiency in Microsoft Office applications.
• At least seven years of relevant procurement experience across public and private sectors.
• Solid understanding of procurement governance, compliance requirements, and risk mitigation.
• Strong communication, stakeholder engagement, and negotiation capabilities.
• Detail-oriented analytical skills.
• Familiarity with digital tools including AI and dashboard reporting to boost productivity and support decision-making.
