Role Overview

The Talent Solutions Manager will strategically lead the complete overseas recruitment lifecycle and employee care, managing processes from sourcing and selection through mobilization and visa handling, onboarding, welfare, and retention efforts. This role collaborates closely with operations, HR/OD, client teams, and international agencies to ensure a compliant, seamless, and high-quality employee journey that underpins IRC's expansion goals.

Key Responsibilities

• Manage the overseas recruitment pipeline: sourcing, evaluating, selecting, and deploying candidates at scale across target countries and industries.
• Oversee mobilization and compliance with visa, medical, contractual, travel, and Saudi labor regulations, ensuring service level agreements are met.
• Administer onboarding activities in Saudi Arabia including reception, orientation, accommodation arrangements, legal documentation (work permits), and first 90-day support.
• Lead employee welfare initiatives, grievance management, case handling, and engagement programs aimed at reducing early staff turnover.
• Supervise partnerships with international agencies, training institutions, and medical service providers to maintain high deployment quality and timeliness.
• Coordinate workforce planning with operations and clients, maintaining talent pools for critical, high-volume, and seasonal recruitment.
• Analyze and report on HR metrics such as time-to-fill, deployment yield, onboarding satisfaction, retention rates, and complaint resolution adherence.
• Enhance processes by standardizing SOPs, digitizing workflows, and improving efficiency from offer issuance to Iqama card processing.
• Promote IRC's employer brand and ensure a transparent, respectful candidate experience across source markets.
• Ensure compliance with internal policies and Saudi regulations including WPS payroll and timely documentation.

Performance Metrics

• Reduce time from offer acceptance to employee arrival significantly within six months.
• Maintain high deployment yield rates from offer to arrival.
• Achieve excellent onboarding satisfaction within the first 30 days.
• Attain strong early tenure retention rates at 90 and 180 days.
• Resolve complaints and cases within established SLA targets.
• Ensure 100% compliance with payroll and documentation deadlines.

Qualifications

• Bachelor’s degree in Business Administration or Human Resources is required.
• Preferred certifications include PHR/SPHR and/or SHRM-CP/SHRM-SCP.
• 7 to 10 years’ experience in HR or talent acquisition with significant exposure to large-scale recruitment or manpower deployment.
• 3 to 5 years leadership experience in Talent Solutions or Strategic Recruitment.
• Proven ability to manage overseas partner agencies and large deployment projects.
• Strong capabilities in stakeholder engagement, data analysis, and continuous process enhancement.
• Knowledge of Saudi labor laws and onboarding conventions is advantageous.
