About the Role
Birla Institute of Technology and Science, Pilani is seeking an experienced Billing Manager to oversee cost management and contract administration for its Goa Campus Expansion Project. The role involves comprehensive handling of cost estimation, bill certification, procurement, contract compliance, and budget monitoring in a large-scale institutional infrastructure environment.
Key Duties and Responsibilities
- Develop detailed cost estimates, including Bill of Quantities (BOQs) and rate analysis for civil, structural, architectural, and MEP works.
- Update and refine cost plans through different design phases such as concept, schematic, and detailed design.
- Compare project costs with similar institutional projects to validate estimates and perform value engineering to optimize costs without sacrificing quality.
- Prepare tender documentation with clear scope, technical specs, and pricing schedules, assist in evaluating bids, recommending contract awards, and supporting vendor negotiations.
- Maintain an organized tender database for ongoing reference and institutional reporting.
- Oversee contract management, ensuring adherence to terms, verifying contractor claims, variation orders, and extension of time requests, and certifying payments in collaboration with finance and project teams.
- Track project budgets, cash flow, and commitments, analyzing cost variances and reporting on deviations to support project management's decision-making process.
- Coordinate with architects, structural and MEP consultants, project management consultants (PMCs), and contractors to ensure compliance with institutional policies and statutory regulations.
- Support management audits and reviews related to project cost control and procurement procedures.
Required Qualifications and Experience
- B.E. / B.Tech in Civil Engineering is mandatory.
- Advanced degree (M.E. / M.Tech) in Construction Management, Quantity Surveying, or a related field is preferred.
- 12 to 15 years of experience in quantity surveying, billing certification, cost management, and contract administration within institutional, infrastructure, or large building projects.
- Experience with educational or institutional infrastructures such as IITs, NITs, IIMs, or other large campuses is preferred.
- Prior involvement with publicly funded or Public-Private Partnership (PPP) projects is advantageous.
- Previous work experience with reputed Project Management Consultants (PMCs), architects, or contractors including CPWD, NBCC, L&T, or Tata Projects is desirable.
