Role overview

Shelter Construction is looking for a commercially sharp Business Development Manager to drive growth, expand its footprint, and win significant construction work across Qatar. This is a senior strategic position for someone who can combine industry relationships, bid-winning capability, and market insight to create long-term business value.

What you will do

  • Create and implement business development plans that support company growth goals and revenue ambitions.
  • Track down, assess, and pursue opportunities in construction, infrastructure, and engineering.
  • Keep a close watch on market shifts, competitor activity, and new prospects to support steady growth.
  • Take part in strategic planning and expansion initiatives.
  • Develop strong working relationships with clients, developers, consultants, PMCs, and government bodies.
  • Position the company as a trusted contractor through proactive engagement and high-quality client service.
  • Identify likely projects early and engage during the procurement stage.
  • Encourage repeat business and client loyalty through effective relationship management.
  • Spot prequalification, tender, RFP, and negotiated contract opportunities and move them forward.
  • Work with Estimation, Commercial, Contracts, Procurement, and Operations teams to prepare competitive proposals.
  • Manage opportunity pipelines and maintain timely follow-up on prospects.
  • Support the creation and submission of technically sound and commercially strong bids.
  • Drive project acquisition and help turn opportunities into awarded work.
  • Participate in commercial negotiations and strategic partnership discussions.
  • Support revenue growth, profitability improvement, and market share expansion.
  • Make sure business opportunities align with commercial objectives.
  • Build alliances with consultants, developers, subcontractors, and other key industry players.
  • Represent the company at exhibitions, conferences, networking events, and industry forums.
  • Promote the company’s services, project history, and value proposition to potential clients.
  • Improve brand awareness and market reputation across Qatar.
  • Maintain an up-to-date database of clients, prospects, competitors, and market information.
  • Prepare pipeline updates, sales forecasts, and business development performance reports.
  • Share market insights and strategic recommendations with senior leadership.
  • Support management with data-driven decision-making.

Requirements

  • Bachelor’s degree in Business Administration, Marketing, Engineering, Construction Management, or a related discipline.
  • MBA or an equivalent postgraduate qualification is strongly preferred.
  • 8 to 12 years of progressive experience in business development, commercial management, sales, or client relationship management within construction, contracting, infrastructure, or engineering.
  • Demonstrated success in winning major construction projects and generating measurable revenue growth.
  • Strong record of building strategic relationships with clients, consultants, developers, government entities, and PMCs.
  • Proven ability to identify, pursue, and close high-value opportunities.
  • Solid knowledge of construction contracts, tendering, procurement, and project delivery methods.
  • Excellent skills in negotiation, networking, communication, and stakeholder handling.
  • Strong commercial judgment and the ability to assess opportunities for profitable growth.
  • Hands-on experience with CRM and pipeline tools such as Salesforce, HubSpot, or Microsoft Dynamics CRM.
  • Working familiarity with Qatar tender portals and government procurement systems is highly desirable.
  • At least 5 years of experience in the GCC construction market is preferred.
  • An established network of contacts in Qatar is preferred.
  • Experience securing major construction projects and sizeable annual project portfolios is preferred.
  • Professional qualifications such as PMP, APMP, CIOB, RICS, or similar are highly advantageous.
  • Arabic language skills are a plus.
