About the Role
Shelter Group is seeking a highly accomplished Estimation & Tendering Manager to spearhead our pre-contract operations and play a pivotal role in securing significant construction and infrastructure projects throughout Qatar. This senior leadership position is responsible for driving excellence in estimation, tender strategy, bid management, commercial risk assessment, contract negotiations, and value engineering. The goal is to ensure the submission of proposals that are competitive, profitable, and technically sound. The selected candidate will act as a key advisor to senior management, influencing project acquisition strategies and directly contributing to the company's expansion and financial success.
Key Responsibilities
- Spearhead and oversee all pre-contract functions, including estimation, tendering, bid management, and commercial evaluations.
- Develop and implement best practices, governance frameworks, and strategic initiatives for the tendering department.
- Align bid strategies with overarching corporate objectives, client expectations, and market dynamics.
- Champion continuous improvement and operational efficiency throughout the pre-contract lifecycle.
- Direct the creation and review of detailed cost estimates, budgets, and pricing strategies for major projects.
- Leverage market intelligence, benchmarking data, and cost databases to ensure precise and competitive pricing.
- Assess project feasibility and commercial viability while rigorously safeguarding profitability.
- Support strategic decision-making through comprehensive commercial analysis and financial forecasting.
- Lead the preparation, review, and submission of tenders that are both technically compliant and commercially competitive.
- Coordinate effectively with Commercial, Procurement, Operations, and Project teams to guarantee high-quality bid submissions.
- Manage tender timelines, bid evaluation processes, and proposal development activities.
- Drive bid success through meticulous planning, coordination, and execution.
- Scrutinize tender documents, specifications, contract terms, and commercial requirements.
- Identify contractual risks, potential opportunities, and their commercial implications.
- Lead negotiations with clients, consultants, subcontractors, and suppliers to achieve favorable agreements.
- Ensure commercial exposure is minimized while maximizing project profitability.
- Establish structured processes for risk assessment and mitigation during tender preparation.
- Evaluate financial, technical, operational, and contractual risks prior to submission.
- Ensure adherence to all legal, regulatory, and corporate governance mandates.
- Support informed business decisions through proactive risk management.
- Promote value engineering initiatives to enhance competitiveness and project profitability.
- Encourage innovative construction methods and alternative technical solutions.
- Identify avenues for cost optimization, efficiency gains, and commercial advantages.
- Foster an environment of innovation and ongoing improvement within the team.
- Serve as the primary liaison between executive leadership, project teams, consultants, and external stakeholders.
- Present detailed tender analyses, bid recommendations, commercial evaluations, and risk assessments to senior management.
- Provide strategic insights on market conditions, pricing trends, and project selection criteria.
- Support executive decision-making with accurate, timely, and data-driven reports.
- Lead, mentor, and develop the Estimation, Quantity Surveying, and Cost Control teams.
- Cultivate a high-performance culture emphasizing accountability, collaboration, innovation, and professional development.
- Implement succession planning and capability-building programs to enhance departmental performance.
Candidate Profile
Qualifications
- Possession of a Bachelor's or Master's Degree in Civil Engineering, Construction Management, Quantity Surveying, or a closely related field.
- A PMP® or equivalent professional certification is highly desirable.
Experience
- A minimum of 15 years of progressive professional experience in Estimation, Tendering, Commercial Management, or Pre-Contract Management within the construction sector.
- Substantial experience working within the GCC construction and infrastructure markets.
- Demonstrated success in managing high-value tenders, large-scale projects, and diverse teams.
- Proven ability to secure profitable projects and contribute to strategic business growth.
