Role Summary
The Data and Performance Analyst will function as the key analytics and performance measurement specialist within the Montgomery County Sheriff’s Office. Their primary responsibility is to convert diverse operational, financial, and organizational datasets into meaningful insights that support decision-making and strategic planning by agency leadership.
Responsibilities
- Analyze data from multiple agency systems including law enforcement operations, detention, human resources, and finance.
- Create clear and accurate performance metrics to help leadership assess agency effectiveness and operational demands.
- Develop dashboards, analytical reports, and forecasting models related to workload trends, staffing utilization, response times, inmate population dynamics, program outcomes, and resource distribution.
- Provide timely, reliable intelligence to the Sheriff, Chief Deputy, and command staff to guide decisions on staffing, budgeting, infrastructure, and service delivery.
- Advocate and implement data governance policies by standardizing metric definitions, enhancing data quality and consistency, and automating reporting processes.
- Design enterprise-wide dashboards reducing manual reporting efforts, thereby enhancing transparency, accountability, and operational efficiency.
Knowledge and Skills
- Expertise in advanced spreadsheet tools and data analysis software.
- Proficiency with business intelligence platforms such as Power BI or Tableau.
- Strong ability to query and extract data from databases.
- Skilled in data visualization and dashboard creation.
- Excellent analytical thinking and critical reasoning capabilities.
- Effective communication skills for interpreting complex data and presenting insights to executive leadership.
- Highly organized with meticulous attention to detail.
- Ability to manage sensitive information with confidentiality.
Qualifications
- Bachelor’s degree in data analytics, statistics, public administration, information systems, business, criminal justice, or a related field, or an equivalent combination of education and experience.
- At least three years of professional experience in analytics, business intelligence, or performance measurement.
- A Master’s degree in a related discipline is preferred.
- Experience in public sector data analytics and law enforcement data systems is beneficial.
- Familiarity with Records Management Systems (RMS), Computer-Aided Dispatch (CAD), jail population metrics, inmate classification, and correctional facility data.
- Knowledge of county government operations, public safety agencies, or municipal budgeting processes.
- Demonstrated ability to develop data dictionaries, standardized metrics, and maintain data quality processes.
- Proven experience building automated executive dashboards.
- Possess a High School Diploma or GED equivalent.
- Applicants must be at least 18 years old, United States citizens, and residents of the contiguous U.S. for background check purposes.
- Must hold a valid Texas driver’s license with proof of liability insurance and have no more than three moving violations in the past three years.
- No convictions above a Class B Misdemeanor or recent misdemeanors, nor current or prior court-ordered supervision or probation for criminal offenses.
- Strong communication skills, ability to follow directions, and interact well with the public.
- Must have reliable transportation and basic proficiency with MS Office.
- Capable of working both independently and collaboratively, multitasking, and performing well under pressure.
- Willingness to cross-train and take on additional duties as required.
