Job description
Overview
This role supports private development work by coordinating project management activities from plan review through completion. The position focuses on checking construction documents, shop drawings, and permits; handling customer issues; preparing and reviewing agreements; and keeping projects moving so they meet all Toho Water Authority requirements. It also includes support for staff engineers on capital projects and field operations, customer service support, and site inspections. Strong organization, the ability to juggle several projects at once, and a high level of customer service are key to success in this position.
Key Responsibilities
- Examine private development construction plans, hydraulic calculations, supplier shop drawings, and permit packages to confirm they align with Toho Water Authority standards, and prepare project-specific requirements for inclusion in legal documents.
- Coordinate a demanding portfolio of private development projects with a professional, service-focused approach, working closely with developers, contractors, and Toho Water Authority teams while keeping records through correspondence, memos, plan filings, submittals, telephone calls, and email communication.
- Review hydraulic models, easements, and legal documentation, and arrange as well as run pre-design and pre-construction meetings with engineers and contractors.
- Determine system development charges and related fees by studying plans, building permits, and supporting documents; research permit status across electronic and paper records and share updates with internal departments and outside agencies.
- Visit construction sites for lift station start-ups and final inspections, confirm compliance with Toho Water Authority requirements, conduct site visits for system development charge or design criteria research, organize meetings for new construction, and provide courteous information to the public.
- Perform other duties as assigned.
Minimum Qualifications
Any combination of education and experience that shows the ability to perform the job successfully will be considered. Candidates should have either a bachelor's degree in Engineering, Construction Management, or a related discipline, or at least 2 years of experience focused on utility and/or construction project management. Applicants with equivalent experience as an Inspector may also be considered. A valid State of Florida Class E Driver's License is required or must be maintained.
Physical Requirements
The role involves regular sitting, handling or feeling with the hands, and speaking or hearing. Frequent reaching with the arms and hands is expected. Occasional standing, walking, bending, kneeling, squatting, and crawling may be required. The position involves frequent lifting or moving of up to 10 pounds and occasional lifting or moving of up to 25 pounds. Vision requirements include close, distance, color, peripheral, depth perception, and the ability to adjust focus.
Work Environment
The workplace is generally moderately noisy and typically involves indoor work on flat surfaces, with periodic sitting, walking, and standing.
