Overview
The Manager/Senior Manager will spearhead comprehensive project management services for an urban planning and governance advisory initiative based in India. Responsibilities include planning, coordinating, managing stakeholders, controlling budgets and timelines, mitigating risks, tracking progress, and preparing reports and presentations to guarantee successful project delivery.
This role further involves supporting the Strategic Projects division in nurturing strategic alliances and executing capacity-building and advisory programs as part of developing a novel urban and economic hub. Collaboration with government authorities, NGOs, technical experts, and private sector players in both Singapore and India is critical to ensure timely, efficient achievement across various project streams.
The ideal candidate has proven experience in managing government or public sector projects, with expertise in capacity building and advisory programs, coupled with familiarity of Singapore’s urban and economic development journey to extract and apply key lessons. They must also be skilled in program design and stakeholder collaboration. Assignment to other markets or thematic areas may be required.
Key Responsibilities
- Lead the urban planning and governance advisory project in India by overseeing all stages including project planning, coordination, and stakeholder engagement with government and consultants.
- Manage budgets, schedules, risk mitigation, project monitoring, and produce reports and presentations to ensure delivery targets are met.
- Design capacity building programs by understanding stakeholder needs, developing structured curricula with content partners, and organizing training logistics like scheduling, venue arrangement, and participant registration.
- Foster a positive learning atmosphere through strong interpersonal relationships and continuously assess program effectiveness through surveys, assessments, and feedback, proposing subsequent project ideas.
- Maintain active stakeholder engagement by organizing meetings, workshops, and events to align objectives with government agencies, consultants, and development partners.
- Report regularly to organizational leadership on partnership outcomes and monitor risks with appropriate mitigation strategies.
- Conduct research on urban, economic, and institutional development policies with attention to Singapore’s development insights, translating policies into actionable training and advisory materials.
- Evaluate capacity building impacts and identify follow-up advisory or implementation opportunities while supporting long-term partnership planning linking training with technical assistance or implementation.
Qualifications
- Minimum Bachelor’s degree, postgraduate diploma, or professional degree from an accredited institution.
- Three to five years of relevant experience in capacity building or partnership management.
- Strong organizational skills with ability to multitask and attention to detail.
- Proficient in building relationships with key partners and stakeholders.
- Self-motivated and capable of working independently and collaboratively within a small team.
- Interest in international cooperation and understanding of Singapore’s developmental experience.
- Excellent oral and written communication skills.
- Experience in public sector partnerships, capacity building, or international relations is advantageous.
- Willingness and ability to travel frequently to India for project support and engagements.
