Job description

Role overview

We are looking for a seasoned Permanent Materials Manager to support a project in Qatar. This role owns the full lifecycle of permanent materials once they arrive at site, covering receipt, storage, preservation, inventory management, internal movement, issue control, traceability, reconciliation, and final project closeout.

Key responsibilities

  • Oversee the receipt, checking, recording, and formal acceptance of permanent materials.
  • Maintain Daily Material Receipt Reports (DMR), Material Receiving Inspection Reports (MRIR), stock registers, and material status updates.
  • Set up and run warehouses, laydown yards, and storage locations.
  • Make sure materials are stored, protected, and preserved according to approved methods and manufacturer guidance.
  • Keep full traceability for every material from delivery to installation and handover.
  • Control material labels, tagging, logging, movement tracking, and stock accuracy.
  • Supervise unloading, loading, internal transfer, and delivery of materials to work fronts.
  • Release materials only against approved requests and keep detailed transaction records.
  • Track material availability against construction needs and flag shortages or bottlenecks early.
  • Carry out stock counts, reconcile inventory, and support material audits on a regular basis.
  • Handle surplus, excess, and obsolete stock and assist with project closeout.
  • Create and improve material management procedures and warehouse control practices.
  • Ensure all work meets contract obligations, company rules, HSE standards, and quality requirements.

Authority and accountability

  • Own the integrity of all permanent materials after they have been received at site.
  • Approve storage methods, warehouse layouts, and preservation arrangements.
  • Assign material management resources in line with project priorities.

Qualifications

  • A Bachelor's degree or diploma in Engineering, Supply Chain, Logistics, Business Administration, or a related field is required.
  • Applicants should bring 10 to 15 years of materials management experience on major EPC oil and gas or industrial projects.
  • Working knowledge of piping, mechanical, structural, electrical, and instrumentation materials is expected.
  • Hands-on experience with SAP, Oracle, or similar ERP/material management systems is needed.
  • Strong leadership, communication, analytical, and stakeholder management abilities are required.

Preferred background

  • Prior exposure to large greenfield or brownfield EPC projects is preferred.
  • Understanding of MTOs, QA/QC documentation, MRIRs, and material reconciliation will be an advantage.
  • Experience running large warehouses and laydown areas is preferred.
