About the Role
Matar Holding is looking for an experienced and driven Procurement Engineer to oversee procurement activities for projects involving Saudi Aramco and other Oil & Gas fabrication initiatives based in Dammam, Saudi Arabia. The successful applicant will manage the procurement lifecycle to support manufacturing of Pressure Vessels, Heat Exchangers, Structural Steel, HVAC, Piping Systems, and related process equipment, adhering strictly to Saudi Aramco and international standards.
Key Responsibilities
- Manage sourcing and purchasing of critical materials, equipment, and services required for Saudi Aramco fabrication projects.
- Identify, develop, and maintain strong relationships with both local and international suppliers, including Aramco-approved vendors.
- Obtain competitive bids and perform commercial evaluation to negotiate pricing, payment terms, and delivery schedules effectively.
- Generate purchase orders compliant with company policies and project requirements.
- Oversee complete vendor management including performance evaluation, audits, and vendor qualification to ensure quality and reliability.
- Collaborate with cross-functional teams such as Engineering, QA/QC, Planning, Production, and Project Management to track procurement status and preempt project delays.
- Ensure compliance with Saudi Aramco specifications (e.g., SAMSS, IR Form, SAEP, inspection requirements) and ASME codes through coordination of inspections, certifications, and documentation.
- Maintain accurate procurement documentation, reports, and supplier performance records.
- Identify and implement cost-saving measures via strategic sourcing and market analysis, supporting inventory optimization and procurement planning.

Candidate Profile
- Bachelor's degree in Mechanical Engineering, Industrial Engineering, Supply Chain Management, or a related discipline.
- Professional certification in procurement is favorable.
- At least 5 to 8 years of experience in procurement within the fabrication sector.
- Proven track record working on Saudi Aramco projects is mandatory.
- Hands-on experience in procurement for Pressure Vessel, Heat Exchanger, and Skids manufacturing environments.
