Position Overview
Reporting to the Chief of Mission and Head of Programme and Policy Development, this role oversees IOM Kenya's Migration Management programme, which includes labour mobility, immigration and border governance, and migrant protection. The Programme Coordinator ensures program implementation, strategic alignment with governmental priorities, and coordination among stakeholders.
Key Duties and Responsibilities
- Lead and coordinate implementation of country-specific policies related to labour mobility, immigration, border governance, and migrant protection in Kenya.
- Collaborate closely with senior leadership and partners to ensure integrated and mutually supportive project operations.
- Provide timely and accurate updates to stakeholders and engage actively in sector forums.
- Align programme planning with Kenyan government priorities and inter-agency frameworks for migration management.
- Ensure integration of cross-cutting themes such as gender, age, disability, education, environment, and protection to ensure inclusivity.
- Supervise and mentor staff implementing relevant projects; organize training sessions to enhance programme effectiveness.
- Identify new project opportunities and participate in proposal development alongside programme managers and regional offices.
- Ensure institutional and donor compliance in reporting and mitigate risks of delays or inaccuracies.
- Liaise with donors and provide briefings to mobilize resources.
- Travel as needed for assessments, monitoring, coordination, and project development activities.
- Perform any other duties assigned by supervisors.
Qualifications and Experience
- A Master's degree in Social Sciences, International Relations, Development Studies, Law, or related fields with minimum five years' relevant experience; or a Bachelor's degree with at least seven years' experience.
- Expertise in labour mobility, diaspora engagement, immigration, border governance, and migrant protection with knowledge of global policies.
- Proven track record in migration management project implementation, monitoring, and strategy formulation.
- Ability to operate effectively in complex environments requiring sound judgment and adaptability.
- Prior experience in East and Horn of Africa and IGAD region, especially with UN agencies, is an advantage.
Skills and Competencies
- Strong communication and negotiation abilities, both oral and written.
- Experienced in project management principles, including monitoring and evaluation.
- Competent in resource management and financial administration.
- Comprehensive understanding of migration-related thematic areas.
- Capable of supervising interventions and coordinating administrative functions effectively.

Language Requirements
Fluency in English (both spoken and written) is mandatory. Proficiency in other official UN languages such as Arabic, Chinese, French, Russian, or Spanish is advantageous. Language proficiency will be evaluated during recruitment.

Selected candidates must be internationally mobile. Employment depends on funding confirmation, and this process may fill similar roles at various locations.
