Job description

Role Overview

We are seeking an experienced Quantity Surveyor specializing in mechanical, piping, and electrical & instrumentation (E&I) projects. The successful candidate will be based in Singapore and will be responsible for cost estimation, contract administration, procurement assistance, and project cost control aligned with local standards and regulations.

Key Responsibilities

  • Develop comprehensive cost estimates, Bills of Quantities (BOQs), and tender documentation for mechanical and piping projects.
  • Evaluate project specifications, drawings, and contractual documents to determine cost implications.
  • Perform feasibility and risk assessments to inform budgeting and cost decisions.
  • Administer and manage contracts including subcontractor agreements, variations, and claims management.
  • Negotiate with suppliers, vendors, and subcontractors to finalize contract terms.
  • Ensure compliance with contractual commitments and Singapore’s regulatory requirements such as Singapore Standards, BCA, and SIA norms.
  • Support procurement processes with material take-offs, supplier assessments, and cost comparisons.
  • Review and appraise subcontractor quotations for mechanical and piping works.
  • Maintain liaison with suppliers and subcontractors to ensure cost-efficient procurement.
  • Track project spending, monitor cost variations, and provide detailed cost reporting to management.
  • Identify opportunities to reduce costs while maintaining quality and safety standards.
  • Assess and certify progress claims, invoices, and final accounts.
  • Collaborate closely with project teams and clients regarding cost and contract-related matters.
  • Participate in site meetings, offering expert cost consultation on mechanical and piping installations.
  • Resolve commercial disputes concerning project costs and contractual issues.
  • Maintain complete and accurate documentation of cost-related records, contracts, and change orders.
  • Ensure strict adherence to company policies, industry standards, and Singapore regulatory requirements.

Qualifications and Skills

  • Diploma or Degree in Quantity Surveying, Mechanical Engineering, Construction Management, or related disciplines.
  • Minimum of three years’ experience as a Quantity Surveyor focusing on mechanical, piping, or oil & gas projects, preferably with exposure to Singapore projects.
  • Proficiency in AutoCAD, CostX, Bluebeam, or similar quantity surveying software.
  • Strong understanding of mechanical and piping materials, construction processes, and industry standards.
  • Familiarity with contract types such as FIDIC, NEC, or PSSCOC is beneficial.
  • Excellent negotiation, analytical thinking, and problem-solving capabilities.
  • Effective communication and teamwork skills conducive to a fast-paced environment.
  • Ability to manage multiple deadlines and deliver quality results under pressure.
  • Expertise in cost control, cost management, and cost planning methodologies.
  • Experience preparing and overseeing bills of quantities (BOQ) and generating precise cost reports.
  • Thorough knowledge of construction and engineering industry practices, relevant regulations, and standards.
