About the Role

INCL Media Group is seeking a skilled Tender Manager to oversee government and public-sector tender processes. This full-time, onsite position is based in New Delhi and entails comprehensive responsibilities including identifying tender opportunities, preparing bids, managing documentation, and ensuring compliance. Candidates with experience in manpower sector tenders are preferred.

Primary Responsibilities

  • Identify and monitor tender opportunities on platforms such as GeM, CPP Portal, state government portals, and other procurement sites.
  • Prepare complete bid packages, including technical and financial proposals.
  • Conduct tender estimation, costing, pricing, and commercial analysis.
  • Review eligibility criteria, Earnest Money Deposit (EMD), Performance Bank Guarantee (PBG), compliance, and statutory documentation.
  • Coordinate with internal teams to gather necessary supporting documents.
  • Compile Bill of Quantities (BOQs), bid checklists, and submission timelines.
  • Upload and submit tenders through e-procurement portals within deadlines.
  • Maintain tender Management Information System (MIS), track records, and document archives.
  • Address bid clarifications and respond to post-submission queries.
  • Monitor tender progress until award and coordinate contract implementation.

Required Skills and Experience

  • Proficient in using GeM, CPP Portal, and various state e-tender platforms.
  • Solid understanding of tender documentation and bid preparation methodologies.
  • Experience with tender estimation, costing, and pricing analysis.
  • Strong capabilities in Microsoft Excel, Word, and general documentation.
  • Excellent analytical, negotiation, and communication skills.
  • Ability to perform effectively under tight deadlines.

Eligibility Criteria

  • Graduate or Postgraduate degree from a recognized university. MBA is advantageous but not mandatory.
  • Minimum of 3 to 4 years' relevant tender management experience.
  • Preference will be given to candidates who have worked with manpower industry tenders.

  • Number of qualified tenders identified and submitted.
  • Percentage of on-time submission.
  • Bid success and win ratio.
  • Accuracy in costing and documentation.
  • Zero compliance-based rejections.
