Manager/Senior Manager Digital Development

About the Role

The Civil Aviation Authority of Singapore (CAAS) is undergoing a digital transformation to enhance operational efficiency and citizen engagement through innovative digital tools and services. As part of this transformation, CAAS is seeking motivated professionals to join the Digital Development team within the Transformation Office. The aim is to elevate CAAS into a future-ready, high-performing entity by enhancing IT infrastructure and digital offerings.

Responsibilities

• Maintain and support CAAS enterprise IT systems by collaborating closely with business users to define requirements.
• Manage budgeting processes and engage vendors for professional services to sustain and support ICT systems.
• Lead project management efforts and stakeholder engagement activities to ensure projects are delivered on time and within budget.
• Oversee ICT vendors to guarantee high-quality service delivery.
• Ensure continuous operation and availability of existing enterprise IT systems, including contract management and handling change or service requests.
• Ensure all enterprise IT systems align with governmental IM8 policies and regulations.
• Continuously identify appropriate new technologies, evaluate and improve business processes, and spearhead business process re-engineering when necessary.

Candidate Profile

• Possess formal training in Information Technology, Computer Science, or Engineering disciplines related to Computing or Telecommunications.
• Have at least 3 years of practical experience in IT project management covering scoping, design, development, implementation, and system maintenance of web-based applications.
• Have a minimum of 2 years' expertise in areas such as Web Development, Cloud Computing, Cloud Security, Agile methodologies, Database Management, and Technical Support.
• Knowledge of Cloud Service Providers, Cybersecurity, and ICT governance frameworks is advantageous.
• Solid understanding of core computer concepts including Operating Systems, Networking, Virtualization, Web Technologies, Deployment practices, DevOps, and Information Security best practices.
• Demonstrate self-motivation, adaptability, problem-solving capabilities, effective multitasking, and team collaboration.
• Exhibit strong communication skills in verbal and written forms, and possess experience in stakeholder liaison and technical documentation.
• Show competence in analytical thinking, presentations, negotiation, and vendor management.

Additional Information

The appointment level will correspond to the candidate’s work experience. Initial appointments are on a three-year contract, with prospects for permanent placement or contract renewals based on performance and organizational needs.
