Bechtel is delivering project management consultancy services for the development of King Salman International Airport in Riyadh, Saudi Arabia, a state-of-the-art facility projected to serve up to 120 million travelers by 2030 and 185 million by 2050, including handling up to 3.5 million tons of cargo annually by 2050. The project encompasses three new terminals with varied capacities and advanced features.
Role Summary
The Security and Access Control Manager will oversee and manage the design efforts of security systems for airport terminal buildings. This includes managing access control, intruder detection, surveillance, operational control centers, and key suiting programs. The position requires preparation of estimates, work plans, progress reports, and assistance in procurement activities such as tender evaluation and contractor recommendations. Close collaboration with various project teams ensures alignment with customer and project expectations throughout the project lifecycle.
Key Responsibilities
- Supervise design and delivery of terminal security and access control systems by customer-appointed designers and contractors.
- Review technical submissions about security and access control to ensure compliance and quality.
- Assist Contracts & Procurement with design documentation necessary for procurement processes, evaluations, and awards.
- Track and report performance and progress of designers and contractors related to security systems.
- Coordinate with Stakeholder Management to secure required permits and approvals timely across the project phases.
- Support construction and quality teams by addressing RFIs, change requests, non-conformance reports, and inspections relating to security systems.
- Oversee vendor factory testing and inspections relevant to security and access control systems.
- Engage with the Start-Up/Commissioning team from early design to facilitate smooth commissioning and handover of security systems.
- Ensure coordination of security system designs with other disciplines and across multiple contracts and stakeholders.
- Act as the subject matter expert liaising with customer representatives, providing engineering documentation, presentations, and reports.
- Conduct audits and prepare compliance reports related to engineering processes and policies.
- Help produce verification packages to support turnover of completed security and access control systems to the customer.
Education and Experience
The candidate should have a bachelor's degree (or an international equivalent) with either 10-13 years of relevant experience or 14-17 years of broader relevant work experience.
Required Knowledge and Skills
- Expertise in designing security and access control systems including access control, intruder detection, surveillance, operational control centers, and key suiting programs.
- Familiarity with national and international design standards and codes applicable to security systems.
- Understanding of sustainability design requirements, including energy and water conservation and certifications such as LEED and PEER.
- Knowledge of airline industry standards and international regulatory codes relevant to airport design.
- Awareness of High Commission for Industrial Security (HCIS) requirements and approval processes in Saudi Arabia.
- Experience integrating airport security and access systems with building management systems and SCADA.
- Proficiency in interface management between systems and civil construction elements.
- Competence with computer-aided design software such as AutoCAD and Revit.
- Knowledge and practical experience with BIM workflows including Revit and Navisworks platforms.
