Role overview

The Facility Operations Manager will lead the safe, compliant, efficient, and cost-conscious running of Energy City Development Company’s facilities and infrastructure portfolio. This position focuses on maintaining buildings, utilities, and support services to strong standards for safety, sustainability, operational reliability, and customer experience, while following Saudi regulatory requirements, international good practice, and the company’s strategic direction.

The role is central to moving assets from construction and development into stable day-to-day operations. It also involves coordinating outsourced service partners, improving lifecycle performance, and making sure tenants, stakeholders, and visitors continue to receive uninterrupted services.

Scope of work

This role covers the daily operation of Energy City assets, including commercial buildings, offices, mixed-use properties, utility and infrastructure systems such as MEP, power, water, ICT, ELV, and BMS, as well as hard and soft FM services. It also includes EHSS compliance, vendor and contract oversight, operational readiness and handover activities, and budget control.

The job combines operational execution with planning, stakeholder management, and risk control to ensure the facilities support business continuity, sustainability goals, and tenant satisfaction.

Key responsibilities

  • Keep all facilities and infrastructure assets operating safely, continuously, and efficiently.
  • Supervise hard and soft FM services and make sure agreed SLAs, KPIs, and statutory requirements are met.
  • Ensure preventive and corrective maintenance is completed on time for MEP systems and building fabric.
  • Track asset performance and operational risks, then apply corrective measures when needed.
  • Manage FM contracts, vendors, and outsourced service providers.
  • Conduct performance reviews, monitor KPIs, and lead service improvement actions.
  • Ensure contractual obligations are followed, including penalties, variations, and service credits where applicable.

  • Support asset handover from construction to operations and confirm readiness and completeness.
  • Review O&M manuals, warranties, as-built drawings, and asset registers.
  • Contribute to lifecycle planning, condition assessments, and replacement planning.
  • Drive ongoing improvements in asset reliability and performance.
  • Prepare and control annual operating budgets for facilities operations.
  • Track spending, manage costs, and identify efficiency or value-engineering opportunities.
  • Support business planning, forecasting, and financial reporting.
  • Serve as the main contact for operational matters affecting tenants and stakeholders.
  • Maintain strong customer satisfaction through proactive communication and reliable service delivery.
  • Support tenant fit-out coordination and operational approvals.
  • Back sustainability, energy efficiency, and environmental initiatives.
  • Monitor utility consumption and implement optimization measures.
  • Promote innovation, digital tools, and smart FM solutions where relevant.

Education and experience

A bachelor’s degree in engineering is required, preferably in Mechanical, Electrical, Civil, Architectural, Building Services Engineering, or Facilities Management, or an equivalent qualification. A master’s degree or MBA is preferred.

Applicants should have at least 10 years of relevant experience in facilities or asset operations, along with proven exposure to large and complex developments or portfolios, master-planned developments, utility and infrastructure operations, and outsourced FM service models.

Language and certifications

Strong spoken and written English and Arabic are required. Preferred certifications and training include Certified Facility Manager (CFM), Facilities Management Professional (FMP), RICS (MRICS/FRICS), NEBOSH, IOSH, and PMP or an equivalent project management qualification.
