Position Overview
The Human Resources Specialist role involves delivering expert guidance throughout all stages of civilian HR program management, including recruitment, staffing, classification, position management, and strategic workforce planning. This position supports leadership and management within the command and its sub-unified commands.
Key Responsibilities
- Advise management on recruitment initiatives for all positions at HQ US Africa Command (USAFRICOM), collaborating with servicing CHRSC for various recruitment types including appointments, promotions, and reassignments.
- Assess and recommend improvements for position management, organizational structure, workload allocation, and effective utilization of employee skills within assigned organizations.
- Offer strategic options to design efficient, cost-effective organizational structures.
- Analyze quantitative data such as cost-per-hire, workforce demographics, and attrition rates to assist in developing informed workforce planning strategies.
Conditions of Employment
- Appointment is contingent on suitability or fitness determination through background investigation.
- Male applicants born after December 31, 1959, must complete Pre-Employment Certification for Selective Service Registration.
- Proof of U.S. citizenship is required.
- Applicants must meet the Exceptional Family Member Program requirements according to DoD Instruction 1315.19.
- Compliance with DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights is necessary.
- Direct deposit for salary payment is mandatory.
- U.S. citizens residing overseas under ordinarily resident status are not eligible under the Status of Forces Agreement.
- This role requires eligibility for a Secret security clearance (Tier 3 ANACI) for the entire employment duration, including background and credit checks.
- Travel for Temporary Duty (TDY) purposes will be required up to 10% of the time.
Qualification Requirements
The position may be filled as a Term Appointment not to exceed 2 years, with potential extension up to 8 years with DoD approval. Permanent federal employees applying will be converted into term appointments without statutory rights to return to permanent positions.
Eligible applicants must belong to one of the specified employment authority categories such as Disabled Veterans (30% or more), current Department of Army or DoD civilian employees, family member preferences, military spouses, reinstatements, veterans recruitment appointments, among others.
Experience and education qualifications vary by grade level:
- GS-09: One year of specialized experience with HR management in recruitment, staffing, or workforce management, or a Master’s degree or equivalent graduate education, or a combination of education and experience totaling 100% of requirements.
- GS-11: One year of specialized experience working with federal civilian HR activities like overseas rotation policy, entitlements, compensation, awards, or workforce planning, or Ph.D. or equivalent degree, or a qualifying combination of education and experience.
- GS-12: One year of specialized experience providing comprehensive management advisory services on recruitment, position management, workforce planning, and federal civilian HR regulations. Education substitution is not permitted for this grade.
Federal employees applying must meet time-in-grade requirements accordingly.
Additional Information
- A one-year probationary/trial period will be observed to evaluate fitness for the role and alignment with agency interests.
- No locality pay applies in the overseas area.
- Eligible children may receive educational and special education benefits per DoDEA regulations.
- Medical and dental care for employees and family overseas will require personal expense; military medical facilities are accessible on a space-available reimbursable basis only.
- Pay retention may be offered in overseas locations but not as a relocation incentive.
- Foreign area benefits such as Living Quarters Allowance (LQA) or government quarters, and home leave, may be available depending on hire determination.
- Local laws may affect benefits eligibility for same-sex domestic partners or spouses in the foreign country.
