Position Overview

The Center for Public Leadership & Learning (CPLL), under the City’s Human Resources Department, aims to be the forefront leader in government training by fostering public service professionals through transformative learning solutions. Role Summary

The Learning Designer will join a dynamic team dedicated to creating learner-focused, impactful learning experiences across various delivery platforms including in-person, blended, eLearning, video-based, and virtual instructor-led courses. The role requires utilizing instructional design frameworks and adult learning concepts to develop materials and courses tailored to organizational needs.

Key Responsibilities

  • Craft engaging learning experiences and curricula using models like ADDIE and SAM, emphasizing adult learning principles.
  • Create facilitator and participant guides, templates, assessments, and job aids that support both physical and virtual learning environments.
  • Manage and coordinate all stages and timelines of learning design projects to meet deadlines and milestones.
  • Use and assess different learning technologies including authoring tools (Articulate Rise/Storyline, Adobe Captivate), graphic/video software (Adobe Creative Suite, Canva, Vyond), LMS platforms (SCORM, xAPI, cmi5), and emerging AI tools to develop interactive content.
  • Collaborate with stakeholders, subject matter experts, designers, and trainers to analyze learner needs, define learning objectives, structure instructional strategies, deliver content, and evaluate outcomes.
  • Conduct pilot tests and continuously refine learning materials based on feedback, usability tests, and evaluation data.
  • Meet established performance goals and exhibit behavioral competencies.
  • Work closely with the CPLL team to support the group’s mission and adopt innovative learning trends to enhance the City’s training ecosystem.

Educational & Experience Requirements

A bachelor's degree in psychology, education, personnel management, or a related discipline is required. Candidates must have at least four years of professional experience in formal classroom training and/or curriculum development for adult learners. Relevant professional training experience may be substituted for the educational requirement on a year-for-year basis.
