About the Role and Organization
The New York City Department of Consumer and Worker Protection (DCWP) aims to enhance economic wellbeing and protect consumers and workers by licensing businesses, enforcing regulations, and supporting equitable practices across more than 40 industries. Their Division of Technology and Strategic Solutions (DoTSS) is integral in delivering transparent, accurate data and analytics to inform agency decisions, improve operational outcomes, and foster community impact.
This position allows remote work up to two days per week as part of a flexible work program and is based in the New York City Metro Area.
Key Responsibilities
- Support the Manager of Data Analytics by developing and implementing analytic strategies, policies, and planning to meet agency goals.
- Perform routine data and statistical analyses to deepen insights into agency operations and help advance consumer and worker protections as well as financial empowerment objectives.
- Apply rigorous research and analytic methods to assess program effectiveness and divisional performance.
- Utilize GIS and spatial data tools to measure the impact of DCWP's outreach and enforcement initiatives across diverse populations and locations.
- Provide research assistance for special projects and initiatives within the agency.
- Collaborate with External Affairs and Communications to prepare data for public dissemination, press, and elected officials.
- Offer expertise on data sharing collaborations with governmental and non-governmental partners.
- Write SQL queries to analyze and summarize large datasets to support the reporting team’s needs.
- Contribute to the design and launch of public-facing online tools to enhance agency transparency.

- Innovative in using analytics to generate deep organizational insights.
- Strong quantitative, problem-solving, and data-driven decision-making abilities.
- Excellent communicator, capable of engaging executives and public forums.
- Skilled in managing multiple projects and ad-hoc requests simultaneously.
- Experienced in identifying and resolving data quality issues to improve dataset integrity.
Minimum Qualifications
- Assignment Level I: Master's degree in physical, biological, environmental science, or public health from an accredited institution.
- For higher levels: Doctorate with one year of responsible experience, or Master's with three years of full-time relevant research experience, or equivalent combinations ensuring at least Master's level education and two years of experience.

- A mandatory probationary period of at least one year applies to appointments.
- New York City residency is generally required within 90 days, though some exemptions may apply for employees with two or more years of continuous city service.

Technical and Preferred Skills
- Proficient with analytic and business intelligence platforms: IBM Cognos, Tableau, Power BI, and advanced Excel features like VBA Macros.
- Experienced with statistical software such as R, SAS, SPSS, or STATA.
- Strong SQL skills including writing queries, stored procedures, and performance optimizations for Microsoft SQL Server.
- Well-developed organizational and project management capabilities; detail-oriented multitasker able to work autonomously or collaboratively.
- Familiarity with object-oriented programming concepts is advantageous.
- Intermediate knowledge of GIS technologies including Esri GIS, CartoDB, and JavaScript-based Leaflet is a plus.
