About the Role

The role of GIS Expert at Euro Group Engineering Consultancy involves a senior technical leadership position responsible for overseeing Geographic Information Systems (GIS) functions that support major road construction, operation, and maintenance projects. This position focuses on ensuring the accuracy and governance of spatial data, enhancing GIS systems, and providing advanced spatial analysis to aid strategic planning and asset management aligned with Ministry of Transport and Logistic Services (MOTLS) standards and international GIS benchmarks.

Key Responsibilities

Develop and direct GIS strategy and governance in alignment with MOTLS and international standards.
Administer enterprise GIS infrastructure including geodatabases, servers, and applications supporting road networks.
Conduct regular GIS audits to validate spatial data accuracy, completeness, and compliance.
Manage quality assurance processes for spatial data validation, error correction, and metadata management.
Create and enforce GIS policies and procedures to standardize GIS operations and data governance.
Review and approve GIS datasets, maps, and analytical deliverables submitted by contractors for road projects.
Integrate GIS solutions with MOTLS systems such as asset management and pavement maintenance platforms.
Perform advanced spatial analyses to optimize routes, conduct safety assessments, traffic analysis, and infrastructure planning.
Lead workshops and training to build GIS capabilities and foster a GIS-driven culture within the team.
Ensure compliance with GIS international standards including ISO 19115, ISO 19157, OGC, and ESRI best practices.
Deliver high-level GIS reports and dashboards depicting spatial performance metrics for MOTLS leadership.
Support digital transformation by recommending innovative GIS technologies and automation tools.
Continuously improve GIS workflows by identifying gaps and promoting innovation.

Qualifications and Experience

Bachelor’s degree in GIS, Geography, Geomatics, Computer Science, Engineering, or related fields.
At least 15 years of professional GIS experience.
Strong foundation in spatial data science, remote sensing, cartography, geodesy, geospatial analysis, and database management.

Certifications

GISP certification.
ESRI Technical certifications including ArcGIS Desktop Professional, Enterprise Geodatabase Management, or ArcGIS Enterprise Administration.
Training on ISO/TC 211 geographic information standards.
Remote sensing certifications such as ERDAS or ENVI (advantageous).
Project management certifications like PMP or PRINCE2 (preferred).

Required Skills and Expertise

Leadership in managing enterprise GIS systems and multi-user geodatabases.
Advanced spatial analysis capabilities including network and transportation GIS modeling and geostatistics.
Expertise in data governance, metadata management, and zero-error quality control of spatial data.
Proficiency integrating GIS with asset and road maintenance management systems.
Technical skills in ArcGIS Pro, ArcGIS Enterprise, Python scripting, remote sensing tools, and GPS/GNSS data processing.
Excellent communication skills to produce comprehensive GIS reports and dashboards.
Strategic problem-solving skills to propose and implement long-term GIS system improvements.
In-depth knowledge of road networks, transportation GIS workflows, and asset management.
