GIS Technician

Position Overview

Working under general supervision, the GIS Technician supports staff and management by developing, executing, and sustaining GIS projects and datasets. The main focus is on field data gathering and verification using mobile GIS and GNSS tools to ensure precise mapping of municipal resources.

Key Responsibilities

• Maintain and update the City GIS database, concentrating on utilities like water, sewer, stormwater, as well as other municipal infrastructure including sidewalks, streets, buildings, and planning data.
• Offer GIS assistance across all City departments as required.
• Perform field data collection and validation utilizing mobile devices and GNSS hardware, ensuring seamless integration into the GIS system.
• Help roll out field mapping software and GPS/GNSS technology; provide training and technical support for field teams.
• Support design, updating, and upkeep of departmental GIS datasets using industry-standard software and workflows.
• Publish and distribute GIS datasets, and develop automated processes for efficient data management and accuracy.
• Gather historical data from various sources such as plat and contract files, design plans, meter accounts, and government records for utility mapping.
• Create and maintain digital, interactive maps for internal municipal use.
• Convert AutoCAD drawings, collected field data, and supplier data into usable GIS formats.
• Collaborate with IT department to ensure data security, accessibility, backups, and proper data sharing protocols.
• Communicate GIS requirements, initiatives, and challenges to the GIS Administrator as needed.
• Keep abreast of GIS and field data collection advancements through workshops and training sessions.
• Utilize or learn scripting languages such as Python, Arcade, SQL, and JSON for automation and GIS app development.
• Conduct field and office work as needed, sometimes in challenging weather or terrain.
• Assist in record management, report preparation, and documentation tasks.
• Interact professionally with supervisors, colleagues, engineers, contractors, property owners, and the community.
• Scan and update digital plans, documents, and GIS files regularly.
• May temporarily cover other department roles as necessary.
• Perform additional related duties as assigned.

Qualifications & Requirements

• Minimum: High school diploma or GED.
• At least six months technical experience in GIS, CAD, surveying, or related fields, or equivalent education/training/experience combination providing requisite skills.
• Valid South Carolina driver’s license or ability to obtain one.

Preferred Credentials

• Certified GIS Professional (GISP)
• FAA Part 107 Drone Pilot License
• Professional Land Surveyor (PLS)
• Esri technical certifications or relevant coursework
