Position Overview

The IT Functional Analyst I role operates around the clock in a 24/7 environment at the Maryland State Police headquarters. Responsibilities include auditing METERS/NCIC records, developing and implementing quality control initiatives, and coordinating with criminal justice entities. The analyst performs database queries, provides training to law enforcement personnel, manages communications control centers, offers help desk support, and ensures compliance with relevant policies and regulations. Also, they provide technical support for end users, monitor communications at the State Emergency Operations Center (SEOC), and liaise with federal and state agencies concerning civil defense and emergency management.

Key Duties

• Daily review and evaluation of METERS/NCIC entries to ensure adherence to CJIS and FBI guidelines.
• Providing support, training, and guidance to emergency dispatchers throughout Maryland on data entry and system use.
• Validating violation reports from NLETS/METER Hit confirmation and forwarding results to the Terminal Agency Coordinator.
• Monitoring and prompting police agencies to correct inaccurate records, such as Missing Person entries, on a bi-monthly or as necessary basis.
• Resetting passwords for Maryland State Police personnel and some allied agency applications like Active Directory, Delta Plus, CapWin, and CAD.
• Offering technical assistance and problem resolution for Maryland and national law enforcement users of METERS/NLETS/NCIC systems.
• Handling urgent messages and nationwide requests for the Maryland Motor Vehicle Administration.
• Issuing notifications during system issues involving METERS, NLETS, or CJIS.
• Carrying out additional related tasks as assigned by supervisors or command staff.

Minimum Qualifications

• At least one year of experience involved in problem analysis, user support, system implementation coordination, and training users on applications within agency or statewide mainframe or client-server systems.
• Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology, or related fields including coursework on automated information systems may substitute for the experience requirement.
• An Associate’s degree in above fields plus six months of relevant experience can also fulfill the experience criteria.
• Military service as a commissioned officer in Cyber and Information Systems fields, on a year-for-year basis, may count toward experience requirements.

Additional Requirements

Candidates may undergo a drug screening, comprehensive criminal background check, and polygraph examination before permanent hiring. Convictions may disqualify applicants.
