Role Overview

We are seeking a Procurement Specialist for an 11-month contract based in Canberra, ACT, providing expert procurement and contract management services to a Defence client. The role involves comprehensive support in contract amendments and procurement outcomes aligned with Commonwealth legislative requirements.

Key Responsibilities

  • Plan, schedule, and estimate activities necessary to achieve contract amendments and procurement deliverables.
  • Prepare and maintain procurement and contracting documentation including contract change proposals, variations, work orders, and related governance records.
  • Offer contract management and commercial advisory support for major supply contracts, executing contract changes as directed by the Defence Contract Manager.
  • Engage and consult with Defence stakeholders, including subject matter experts, legal, privacy teams, Non-Materiel Procurement Branch, and governance bodies.
  • Support governance, assurance, and compliance activities related to procurement and contract management processes.
  • Identify, assess, and manage risks in procurement, commercial, and contractual matters during the contract change process.
  • Facilitate stakeholder engagement, negotiation, and consultation to drive contract outcomes.
  • Produce high-quality briefs, submissions, procurement documentation, and governance materials aligned with Commonwealth legislative and policy standards.

Required Services

  • Ensure procurement and contract documents meet Commonwealth compliance requirements through thorough review and quality assurance.
  • Provide timely, accurate advice to support Defence governance and decision-making processes.
  • Manage and implement contract variations and documentation needed for the transfer of work packages to end users.

Qualifications & Experience

  • Bachelor's degree relevant to procurement, contract management, commerce, or equivalent experience spanning 10 to 15 years.
  • Extensive knowledge of the PGPA Act, Commonwealth Procurement Rules, Defence procurement frameworks, and non-materiel procurement processes with proven ability to interpret complex legislation.
  • Experience in preparing, reviewing, and administering contract amendments, variations, CCPs, work orders, and governance documents within major Commonwealth contracts.
  • Advanced skills in stakeholder engagement, negotiation, and collaboration with Defence legal teams, SMEs, and suppliers to facilitate project delivery.
  • Excellent written communication and assurance capabilities, producing precise briefs, submissions, and governance documentation compliant with Commonwealth policies.
  • Baseline Security Clearance is required.

  • Certificate IV in Procurement and Contracting or higher qualifications.
