Role Overview
We are looking to hire a Senior Executive in Procurement to manage and coordinate procurement processes throughout the Emirates National Investment Group. This pivotal leadership role is responsible for ensuring that procurement operations are conducted efficiently, transparently, and in full alignment with internal policies, delegated authority limits, budget controls, and procurement best practices.
Key Responsibilities
- Lead and supervise the Procurement Team, ensuring procurement requests meet operational objectives and agreed service levels.
- Oversee complete procurement workflows across all group entities, guaranteeing compliance with established policies and procedures.
- Review procurement documentation for accuracy, completeness, and policy adherence before approvals.
- Identify and implement improvements to enhance operational efficiency, governance, and service delivery in procurement.
- Develop and keep updated procurement policies, templates, procedures, and governance frameworks.
- Ensure procurement initiatives align with organizational goals and business needs across the group.
- Establish strong relationships with department heads and key stakeholders to understand procurement needs and priorities.
- Serve as a trusted advisor offering guidance on sourcing strategies, commercial considerations, and governance requirements.
- Coordinate procurement priorities across departments to ensure timely executions.
- Manage communication between internal teams and external suppliers throughout procurement cycles.
- Oversee supplier onboarding, due diligence, vendor qualification, and maintenance of approved vendor database.
- Lead or assist in commercial negotiations for strategic and high-value procurements.
- Monitor supplier performance, ensuring adherence to contracts, quality standards, and delivery schedules.
- Address and resolve escalated supplier-related issues regarding commercial and service aspects.
- Ensure procurement activities stay within budget, comply with financial controls, and governance standards.
- Maintain thorough, audit-ready procurement records and assist internal and external audits.
- Prepare management reports, dashboards, and performance metrics related to procurement.
- Identify risks pertaining to procurement and propose suitable mitigation strategies.
- Mentor and develop the Procurement Team, fostering accountability and continuous improvement.
- Assign and manage team workload efficiently to meet procurement demands across the group.
- Implement initiatives to enhance operational efficiency and stakeholder satisfaction.
- Keep updated with procurement trends, regulations, and best practices, recommending upgrades where appropriate.
Experience and Qualifications
- Bachelor's degree in Business Administration, Commerce, Supply Chain Management, Finance, or related fields.
- Professional certification in procurement such as CIPS is advantageous.
- 8 to 10 years of progressive experience in procurement, ideally including governance, operations, contract management, or strategic sourcing.
- Proven leadership experience managing a procurement team is preferred.
- Experience in a diversified group, holding company, or shared services environment is a plus.

- Proficiency in Microsoft Office applications including Excel, Word, and PowerPoint.
- Experience with ERP and procurement platforms such as Microsoft Dynamics, SAP, Oracle, or comparable e-procurement systems.
- Ability to work autonomously, exercise sound judgement, and promote procurement excellence in dynamic environments.
