About the Role
We are seeking an outstanding professional to take charge as the Lead in Master Community Management for Qatari Diar, operating under an outsourced arrangement via our appointed consultant. The key responsibility is to oversee the operational and financial aspects of the Qatari Diar real estate portfolio to ensure sustained property value preservation, high-quality infrastructure upkeep, and strong relationships with residents, sub-developers, and service providers.
Candidate Profile
- Must be locally present holding a valid Qatari ID (QID).
- Possess a bachelor's degree in Business Administration, Hospitality, Community or Urban Management, or a related discipline; possession of CMCA, AMS, or PCAM professional certifications is highly advantageous.
- A minimum of 7 years experience in community, facility, or asset management within Qatar or the GCC region.
- Expertise in service charge modeling, reserve fund planning, asset management software utilization, and thorough knowledge of local property legislation.
- Holder of a valid Qatari driving license.
- Proficient in English; Arabic language skills are considered a plus.
Key Responsibilities
- Lead daily operational tasks encompassing maintenance, landscaping, security, and cleaning of public zones, roadways, and open spaces.
- Formulate and implement long-range maintenance strategies for master community infrastructure.
- Manage the smooth transition and handover of community common areas from developers to the management team.
- Prepare, present, and obtain approvals for the annual master community service charge budget.
- Supervise the calculation, billing, and collection of service charges from plot owners and sub-developers.
- Track operational expenditure versus budget, analyze discrepancies, and enforce cost-saving while maintaining quality.
- Serve as chief point of contact for plot owners, residents, commercial tenants, and governmental bodies.
- Address complex community complaints, escalations, and disputes among stakeholders.
- Coordinate community engagement activities such as events, town halls, and information campaigns to foster neighborhood unity.
- Enforce the community declarations, architectural guidelines, and rules.
- Manage third-party service providers, monitor their performance, and ensure compliance with service level agreements (SLAs).
- Ensure all community operations meet local real estate, environmental, health, and safety regulations.
