About the Role

This position at the City of Toronto is a temporary, full-time role based onsite at Metro Hall, Toronto, lasting 12 months. The opportunity lies within the Technology Services division, Enterprise Services & Operations section, focusing on delivering management consulting services to senior leadership. Key Responsibilities

  • Develops and implements detailed plans and recommends policies and procedures tailored to program requirements.
  • Collaborates with stakeholders, partners, and the Contract Management team to analyze current processes, identify inefficiencies, and promote best practices including potential systems integration.
  • Provides policy advice and analysis at strategic and operational levels to commissioners and senior managers concerning Contract Management programs and services.
  • Defines project scope, objectives, methodologies and activities in consultation with clients and stakeholders.
  • Collects and analyzes data, applies methodologies, draws conclusions, and develops alternative best practice solutions.
  • Creates dashboards, compiles executive materials, facilitates meetings, and fosters stakeholder engagement and discussion.
  • Supports management in evaluating and proposing pragmatic, compliant solutions.
  • Leads interdepartmental teams and supports project steering committees.
  • Acts as a temporary manager or supervisor during organizational change transitions.
  • Contributes to strategic organization design and development of governance systems at the corporate level.
  • Documents and maintains new processes, templates, procedures, and training materials collaboratively with Contract Management and partners.
  • Evaluates corporate organizational effectiveness, management policies, and service delivery changes through confidential reports and studies.
  • Leads cross-departmental initiatives, evaluating options for operations, policies, and management practices to enhance internal controls and align with management priorities.
  • Researches and advises on emerging management tools, methodologies, and social science applications for the organization.
  • Promotes organizational learning and orchestrates change through broad corporate and interdepartmental efforts.
  • Maintains cooperative relationships both within and outside the organization and networks with related professionals to keep skills and knowledge current.
  • Assists with assigned budget administration, ensuring expenditures remain within approved limits.

Qualifications and Skills

  • A university degree in Business Management or an equivalent field with relevant professional experience.
  • Proficient in data visualization tools such as Power BI and/or Tableau.
  • Experienced in project planning and creating work-back schedules for small to medium projects.
  • Extensive business analysis skills, with advanced proficiency in Excel.
  • Skilled at process mapping using Visio.
  • Technical experience in drafting business requirements to support systems integration.
  • Expertise in developing executive PowerPoint presentations, reports, and dashboards.
  • Proven track record managing medium-sized projects involving multiple stakeholders and cross-functional teams.
  • Public sector experience is considered an advantage.
  • Strong written and verbal communication abilities.

  • Experience with change management methodologies.
