Construction Manager - Infrastructure Projects

Overview

We are seeking an experienced Construction Manager to oversee on-site execution of infrastructure works within large-scale, mixed-use and residential master developments. This role ensures all activities comply with approved designs and regulatory standards while meeting schedule, quality, and budget objectives. Coordination of contractors, consultants, utility providers, and internal teams through various project phases is essential to successful delivery of roads, utilities, public realm, and interfacing works.

Key Responsibilities

• Formulate and execute comprehensive construction plans, timelines, and budgets aligned with project targets, ensuring smooth integration with villa and community construction phases.
• Effectively allocate workforce, materials, equipment, and subcontractors to optimize productivity and control costs, ensuring progress against critical deadlines.
• Engage in effective communication and coordination with all project stakeholders including internal teams, consultants, contractors, and local authorities to align infrastructure designs and delivery sequencing.
• Enforce rigorous quality assurance protocols to guarantee strict compliance with design specifications and safety standards via periodic on-site inspections.
• Maintain tight financial control by monitoring expenditures, validating contractor invoices and claims, and ensuring budget adherence throughout the construction lifecycle.
• Identify construction risks and implement robust mitigation strategies while ensuring site safety and regulatory compliance to prevent project disruptions.
• Conduct regular site visits to assess progress, workmanship, schedule adherence, and safety, providing guidance to teams to promptly resolve issues and maintain momentum.
• Ensure all construction stages meet requirements set by local authorities and internal governance, managing permits and approvals with agencies such as RTA, DM, and DDA.
• Evaluate and manage scope changes, assessing their impact on time, cost, and quality, and communicating updates effectively to all relevant parties.
• Monitor contractor and team performance against KPIs to optimize productivity and maintain high-quality standards.
• Prepare detailed progress reports for senior management, highlighting milestones, challenges, risks, and measures undertaken.
• Manage infrastructure contracts in collaboration with commercial and procurement departments, overseeing compliance with scope, budget, and quality parameters.
• Build and sustain positive relationships with clients, consultants, and contractors to foster transparency and collaborative issue resolution.
• Facilitate training sessions aimed at enhancing the team’s technical skills and promoting best practices in construction and safety management.
• Lead authorization processes including permits, NOCs, inspections, and approvals with relevant authorities and service providers.
• Coordinate management of utility and infrastructure interfaces covering roads, drainage, water supply, power, telecom, street lighting, landscaping, and adjacent work packages.
• Supervise testing, commissioning, snagging, documentation, authority sign-offs, and final handover to ensure project closeout quality.
• Implement recovery plans by requiring contractors to develop acceleration strategies for delayed activities and monitor their resolution.
• Conduct constructability and readiness reviews of designs, site conditions, temporary works, access plans, and packaging before work commencement.
• Oversee commercial governance aspects such as progress valuations, variation justifications, contractor claims, and financial implications arising from delays or design modifications.

This role is based onsite in Dubai and operates on a contract basis. Candidates must be prepared to manage multifaceted infrastructure projects with strict adherence to local regulations and company standards. The position demands strong leadership, communication, and coordination skills to successfully align diverse stakeholders and ensure project delivery milestones are met.
