Job Overview
HRGF is looking for a highly skilled and experienced Human Resources Director to manage and guide the entire HR function in the organization based in Riyadh, Saudi Arabia. This role requires a minimum of 10 years of HR experience within Saudi Arabia, with deep expertise in local labor laws, Saudization (Nitaqat), GOSI, Qiwa, Mudad, Muqeem, and other relevant government HR platforms. The role involves formulating HR strategies, ensuring compliance with Saudi regulations, boosting employee engagement, driving hiring initiatives, and fostering organizational development in alignment with company goals.
Key Responsibilities
- Formulate and enforce HR policies, strategies, and procedures that align with company objectives.
- Direct all core HR operations including recruitment, onboarding, performance evaluation, employee relations, compensation, and benefits management.
- Ensure full adherence to Saudi labor laws and governmental regulations.
- Oversee and optimize Saudization efforts to maintain compliance with Nitaqat regulations.
- Manage registration and contributions related to GOSI and employee insurance schemes.
- Administer key government HR portals including Qiwa, GOSI, Mudad, Muqeem, Absher Business, and MHRSD platforms.
- Develop effective workforce planning strategies to support business expansion.
- Lead senior recruitment processes and succession planning efforts.
- Design and administer performance management systems and employee development programs.
- Supervise payroll, employee benefits, and compensation frameworks.
- Handle disciplinary processes, complaint investigations, and conflict resolution.
- Prepare HR budgets, manpower plans, and regular management reports.
- Set HR KPIs and monitor organizational performance metrics.
- Create programs to enhance employee engagement, retention, and recognition.
- Maintain compliance for all HR documents, employee contracts, and records.
- Offer strategic HR counsel to top-level executives and department leaders.
- Lead organizational restructuring, change management, and workforce optimization projects.
- Coordinate annual performance reviews and career development planning.
- Update HR policies, employee handbooks, and internal procedures regularly.
- Manage HR audits and prepare for government inspections.
- Establish and maintain strong relationships with government authorities and external partners.
Qualifications and Experience
- Bachelor's degree in Human Resources, Business Administration, or a related discipline; Master's or MBA preferred.
- Professional HR certifications such as SHRM-SCP, SPHR, CIPD Level 7, or HRCI are advantageous.
- At least 10 years of HR experience with a minimum of 5 years in senior leadership roles within Saudi Arabia.
- Proven knowledge and application of Saudization and workforce nationalization programs.
- Extensive familiarity with GOSI, Qiwa, Mudad, Muqeem, and other Saudi HR systems.
- Demonstrated experience in policy development and managing organizational change.
- Strong expertise in payroll and compensation management is required.
- Experience managing large multi-disciplinary teams is preferred.
