Role Overview
This position involves detailed review, analysis, and negotiation of contractor proposals and contract modifications related to construction projects. The incumbent will evaluate contractor submissions for changes in contract plans and specifications, prepare responses including cost-related inquiries, and conduct negotiations to resolve disputes or changes encountered on construction sites.
Key Responsibilities
- Examine contractor proposals for contract plan or specification amendments critically.
- Generate appropriate replies such as requests for detailed cost proposals, independent cost estimations, and requests for authorization when applicable.
- Assess contractor cost proposals to ensure reasonableness and fairness.
- Lead negotiations with contractors for settlements or dispute resolution involving contract requirements or altered field conditions.
Candidate Qualifications
Applicants must meet employment eligibility according to specified government categories such as disabled veterans, current DoD employees, interagency transfer candidates, military spouses under executive order, people with disabilities, reinstatement candidates, among others.
- Architect Candidates must possess a bachelor's or higher degree in architecture with specific coursework in design, structural technology, materials, construction methods, and environmental control systems, or equivalent educational and experience combination demonstrating professional architectural knowledge.
- Engineer Candidates require a bachelor's or higher degree in engineering from an ABET-accredited program or sufficient education combined with technical experience validating a strong foundation in engineering sciences and practice.
- Professional licensure (e.g., EIT, PE) or successful completion of Fundamentals of Engineering exam may serve as qualification evidence for engineers.
- One year of specialized, relevant experience required to include reviewing contract plans/specs, evaluating construction cost estimates, and preparing contract modifications.
Additional Employment Conditions
- Appointment subject to background suitability determination and one-year probation unless previously met.
- Physical ability to lift up to 50 pounds is mandatory.
- U.S. citizenship is required, plus compliance with selective service registration for applicable candidates.
- Employment may be under term appointment conditions, with potential extensions up to eight years depending on approvals.
- Direct deposit of pay mandatory.
- Recruitment/relocation incentives may be available upon funding and management approval.
- Salary aligned with federal pay scales for the Corpus Christi-Kingsville-Alice, TX region, with ranges from approximately $89,943 to $129,225, inclusive of locality pay or special salary rates.
