About the Role
The AWS Infrastructure Services team is responsible for designing, planning, delivering, and operating AWS's global infrastructure to ensure continuous cloud availability. This team includes professionals from diverse backgrounds such as software and hardware engineers, supply chain experts, and operations managers. The Construction Program Manager for Digital Delivery & Governance within the APJC Construction Program leads governance of digital deliverables throughout the lifecycle of hyperscale data center projects.
This role innovates and manages AI-powered design release quality gates, oversees BIM coordination during construction, and ensures BIM deliverables meet AWS standards through all project stages. The Manager works closely with BIM specialists to maintain high-quality digital models and reports on as-built accuracy meeting customer requirements. They develop BIM standards, governance workflows, and adapt Exchange Information Requirements (EIR) for the APJC region. The position includes scaling AI-driven construction technologies like CDMS, Akuma, and ScheduleIQ across programs.
Key Responsibilities
- Manage end-to-end BIM information governance for AWS’s hyperscale data center program across APJC, ensuring ISO 19650 compliance and adherence to AWS EIR.
- Lead BIM professionals from consultants and contractors to establish quality frameworks that minimize design clashes using AI-enhanced clash detection workflows.
- Direct comprehensive project control functions covering all construction phases, supporting data-driven reporting on scope, schedule, budget, resources, quality, and risk with AI-powered metrics.
- Develop and maintain dashboards that integrate traditional project management metrics with AI-predictive analytics for time and cost performance.
- Implement digital twin and reality capture technologies to improve design accuracy, verification, and as-built documentation quality.
- Maintain BIM standards, processes, and workflows; educate teams and General Contractors on BIM tools and processes.
- Operate and lead the Design Release quality gate processes including document completeness scoring and clash detection.
- Supervise GC BIM coordination, including federated models, clash resolution, and BIM Execution Plan enforcement during construction.
- Drive adoption of AI-powered construction tech platforms such as Procore, BIM 360, CDMS, Akuma, and ScheduleIQ.
- Create and automate workflows to reduce repetitive quality and compliance tasks enabling Construction Managers to focus on strategic priorities.
- Track and manage document control to ensure as-built models meet customer expectations at project handover.
Success Measures
- Achievement of Design Release package scores and high clash resolution rates.
- As-built delivery rates exceeding 86%.
- Cost avoidance exceeding $100K per project achieved through early issue interception.
A Day in the Life
The Manager utilizes both data and qualitative insights to guide stakeholders in risk management across cost, time, quality, and safety domains. They collaborate with cross-functional teams including Data Engineers and AI/ML experts and use their expertise in construction controls and AI to develop intelligent dashboards and automate decision support tools.
Communicating clearly and diplomatically, this role influences internal teams and external partners by advocating data-driven approaches and AI strategies that enhance project outcomes.

Qualifications
- Bachelor’s degree in Construction Management, Electrical, Mechanical, Civil Engineering, or related field.
- Over five years’ experience with Data and AI related technologies including AI/ML, analytics, and storage.
- Proficiency with construction technology platforms such as Procore, Autodesk BIM 360, Bluebeam, and other document management tools.
- Demonstrated experience managing BIM information and digital delivery standards consistent with ISO 19650.
- Experience setting up and managing BIM & VDC models including orientation, geo-positioning, and review coordination.
- At least five years working with BIM authoring tools like Revit and Navisworks or similar 3D coordination platforms.
Preferred Skills
- Programming knowledge in languages such as Java, C#, JavaScript, Python, Ruby, or Perl.
- Intermediate to advanced skills in Procore software and related construction management workflows.
- Experience in program delivery, PMO, and coordination in construction or infrastructure projects.
- Working knowledge of SQL, data pipelines, and automated data processing workflows.
- Proven ability managing cross-functional teams of 20+ professionals across countries.
- Ability to analyze architectural, structural, MEP, and civil specifications and drawings.
- Experience with file sharing platforms for document control and management.
Additional Information
This role requires up to 20% travel to project sites within APJC. It is a full-time, on-site position based in Singapore, with options for Sydney, Mumbai, or Tokyo locations.
