Overview
We are seeking an experienced Cost Control Lead to join a major Oil & Gas project based onshore in Qatar. This role involves high-level strategic guidance over budgeting and expenditure for the T4 & T6 Restoration Project, a high-profile, fast-paced brownfield asset repair initiative with complex commercial models and stringent schedule and financial requirements.
Key Responsibilities
- Provide expert advice on the strategic planning, allocation, and governance of project costs throughout all phases of the T4&T6 Restoration Project.
- Develop and sustain comprehensive project control frameworks, funding processes, and reporting standards to ensure full transparency of cost efficiency and baseline integrity.
- Manage multi-million-dollar budget models, analyze daily cost data, and maintain rigorous financial oversight under challenging schedule pressure.
- Ensure integrity and accuracy of cost data, labor validation, and financial status reports across hourly reimbursable and lump sum EPC contracts to provide management with clear cost and performance insights.
- Lead and coordinate Project Cost Engineers to maintain consistent practices in daily monitoring, man-hour tracking, value of work done reporting, and allocation of expenditures.
- Support the Business Division Manager in preparing funding packages, recommending budget adjustments, and ensuring costs align with approved allocations.
- Develop and maintain the project’s Work Breakdown Structure and Cost Breakdown Structure optimized for tracking diverse contract scopes.
- Conduct thorough audits of contractor submissions including timesheets, progress claims, and earned value data to monitor cost and productivity performance.
- Alert senior leadership to any cost risks or inefficiencies and collaborate on implementing corrective cost recovery and labor optimization strategies.
- Oversee project financial implications of variations, labor changes, and overtime to ensure justified and approved budgetary adjustments.
- Implement in-house systems to validate contractor time entries with independent data sources to uphold cost reporting accuracy.
- Provide financial and cost estimation support during procurement pre-award phases, assessing contractor rates and performing comparative analyses to guide bid evaluations.
Required Experience and Qualifications
- At least 8 years of experience in business-related roles including a minimum of 4 years within the Oil & Gas sector.
- Experience involving supervision or oversight of contractor/subcontractor/vendor personnel for at least 1 year.
- Familiarity with Oil & Gas industry stakeholders including EPC contractors and service companies.
- Solid understanding of project business functions such as planning, cost control, estimating, risk and change management, procurement, contract management, and reporting.
- Experience managing major projects from an Owner’s perspective, especially with EPC Lump Sum Contracts and multicultural teams.
- Knowledge or experience with Qatar LNG cost control practices is advantageous.
- Proficiency in ERP systems and project management tools such as SAP or comparable Oil & Gas ERP software.
- Bachelor’s degree in fields such as Business, Accounting, Marketing, Engineering, Project Management, Supply Chain, Law, Communication, Technology, Mathematics, or Statistics.
