Program Manager

About the Role

Baxter Talent is hiring a Program Manager for a military avionics original equipment manufacturer focused on aerospace and defense projects. The successful candidate will oversee complex product development programs from conception through production, ensuring delivery aligns with schedule, budget, and quality standards.

Key Responsibilities

• Direct all phases of multiple product development initiatives, managing scope, scheduling, costs, risks, quality, and customer satisfaction.
• Lead cross-functional teams composed of engineering, manufacturing, supply chain, quality control, operations, and contracts departments.
• Create and maintain detailed program plans, budgets, risk logs, schedules, and executive reports.
• Track and evaluate program outcomes, identifying risk factors and applying mitigation strategies to maintain on-track delivery.
• Act as the main interface with customers regarding program execution, contract changes, and communications.
• Oversee coordination of engineering development, testing, qualification, and production readiness.
• Assist in proposal preparation, cost estimating, and new business development activities.
• Manage change control processes, configuration management, and documentation through all stages of the project.
• Monitor financial performance, resource allocation, and program KPIs, providing regular updates to senior leadership.
• Ensure alignment with customer requirements, contractual terms, export control regulations, and quality and security standards.
• Build and maintain robust relationships among customers, suppliers, and internal teams, promoting continuous program improvements.

Required Qualifications

• Bachelor's degree in engineering or a related field.
• Experience developing programs within military or defense sectors.
• Direct responsibility for deliverables during certification efforts involving standards DO-254 and DO-178C.
• U.S. person eligibility in compliance with International Traffic in Arms Regulations (ITAR).

Preferred but Not Essential

• Project Management Professional (PMP) certification or a master's degree in systems engineering or engineering management.
• Experience with rotorcraft, fixed-wing aircraft, or unmanned aerial systems.
• Familiarity with Earned Value Management (EVM), Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS), and Contract Data Requirements List (CDRL)/Software Data Requirements List (SDRL).
