Job Overview
Levante Holding is seeking a highly organized and meticulous Tender Specialist based in Doha, Qatar. This role involves managing the entire tender administration lifecycle, ensuring thorough preparation and compliance of tender documents, coordinating with various internal teams and external parties, and supporting the Commercial Department to enable precise and timely tender submissions. The position demands strong analytical abilities, great attention to detail, and capacity to meet deadlines under pressure.
Key Responsibilities
- Oversee the full tender administration process from the invitation stage through to final submission.
- Prepare, review, and systematically organize tender documents, guaranteeing completeness and adherence to requirements.
- Maintain and update an organized repository of all tender-related documentation, communication, and records.
- Collaborate with contractors, consultants, and clients for tender document distribution and retrieval.
- Monitor tender deadlines to ensure prompt completion of deliverables.
- Register and manage contractors' bids in line with company protocols.
- Ensure validity and compliance of bid bonds, bank guarantees, and related guarantee letters.
- Coordinate clarifications and communications between contractors and the Project Management team.
- Compile contractor inquiries and generate official correspondence.
- Safeguard confidentiality of all tender information throughout the bidding stage.
- Contribute to compiling technical and commercial bid assessments.
- Facilitate collaboration between engineering, procurement, finance, and project teams during tender evaluations.
- Create comparative analyses, bid summaries, and recommendation documents.
- Provide support during negotiations and follow-up clarifications after tender submission.
- Generate regular reports on tender status, submissions, and project progression.
- Develop presentations, dashboards, and reports for management review within the Commercial Department.
- Keep precise records for auditing and reference purposes, and archive completed tenders ensuring proper document control.
- Coordinate with internal departments to gather essential technical and commercial information.
- Ensure strict compliance of tender submissions with company policies and client criteria.
- Monitor adherence to contractual and procurement guidelines.
- Participate in the continuous improvement of tender administration procedures and documentation standards.
Qualifications and Experience
- Bachelor’s degree in Commerce, Business Administration, Finance, Economics, or related fields.
- Certification in Procurement or Tender Management is a plus.
- Between 5 to 7 years of experience in tender administration, procurement support, contracts administration, or commercial operations.
- Preferred experience within construction, engineering, infrastructure, real estate, or consultancy sectors.
- Knowledge of government and private sector tendering procedures is advantageous.
Technical Skills
- Advanced skills in Microsoft Excel, including Pivot Tables, VLOOKUP/XLOOKUP, and formula creation for reporting.
- Strong capability with Microsoft Word and PowerPoint.
- Familiarity with document management systems and ERP software such as SAP or Oracle is beneficial.
- Competence in preparing comprehensive reports, presentations, and analytical summaries.
